RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY,
CALIFORNIA, DETERMINING THAT THE TWIN PEAKS
PLACE/PEBBLE CANYON ROAD ALIGNMENT STUDY
TO BE OF BENEFIT TO THE POWAY REDEVELOPMENT PROJECT
WHEREAS, the Poway Redevelopment Agency has undertaken the
study of road alignment and infrastructure needs in the vicinity of
the intersection of Twin Peaks Place and Pebble Canyon Road (5265);
and
WHEREAS, the proposed project is within the Paguay
Redevelopment Project and pursuant to the Redevelopment Plan for
the project, which Redevelopment Plan was adopted on December 13,
1983 by Ordinance No. 117 of the City Council; and
WHEREAS, Section 33445 of the California Health and Safety
Code requires the Agency to determine the issue of benefit to the
Paguay Redevelopment Project prior to expenditure of funds and that
no other reasonable means of financing are available; and
WHEREAS, the study provides information on the road and
infrastructure needs in a neighborhood located within the
Redevelopment Plan area and presently without services; and
WHEREAS, there are health and safety concerns relating to the
lack of adequate emergency access and adequate infrastructure,
particularly water supply and sewer service.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the
City of Poway as follows:
The Council finds that the study leading to future
improvements of this area is of benefit in that it
provides for improved emergency access and provision of
basic infrastructure to the immediate neighborhood.

The Council determines that pursuant to Health and Safety
Code 33445, (1) the alignment study is of benefit to the
Project area and neighborhood in which such property is
situated; and (2) no other reasonable means of financing
the project is available to the City of Poway.
