RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY,
CALIFORNIA DETERMINING THAT CONSTRUCTION OF
A WALKWAY CONNECTING STARRIDGE STREET AND POMERADO ROAD
TO BE OF BENEFIT TO THE PAGUAY REDEVELOPMENT PROJECT
WHEREAS, the Poway Redevelopment Agency will undertake the
construction of a pedestrian walkway connecting Starridge Road and
Pomerado Road (5273); and
WHEREAS, the proposed project is partly within the Paguay
Redevelopment Project and pursuant to the Redevelopment Plan for
the project, which Redevelopment Plan was adopted on December 13,
1983 by Ordinance No. 117 of the City Council; and
WHEREAS, Section 33445 of the California Health and Safety
Code requires the Agency to determine the issue of benefit to the
Paguay Redevelopment Project prior to expenditure of funds and that
no other reasonable means of financing are available; and
WHEREAS, construction of the pedestrian walkway will enhance
pedestrian safety and improve access to Meadowbrook Middle School
for students living within walking distance of the school in
adjoining residential neighborhoods, and reduce the potential for
conflict between pedestrians and automobiles by routing the pathway
through an existing residential subdivision rather than adjacent to
major roadways.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the
City of Poway as follows:
The Council finds that the pedestrian walkway connecting
Starridge Road and Pomerado Road is of benefit in that
it provides for improved pedestrian movement and access
to and from adjacent neighborhoods with the middle
school, and reduce the potential for conflict between
vehicles and pedestrians.
The Council determines that pursuant to Health and Safety
Code 33445, (1) the improvements are of benefit to the
project area and neighborhood in which such property is
situated; and (2) no other reasonable means of financing
the purchase is available to the City of Poway.
