Res 92-122RESOLUTION NO. 92-122 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA, DETERMINING THAT THE CONSTRUCTION OF SOUTH POWAY SPORTS PARK TO BE OF BENEFIT TO THE PAGUAY REDEVELOPMENT PROJECT WHEREAS, the Poway Redevelopment Agency has undertaken the construction of South Poway Sports Park, an adult recreational complex (5620); and WHEREAS, the proposed project is within the Paguay Redevelopment Project and pursuant to the Redevelopment Plan for the project, which Redevelopment Plan was adopted on December 13, 1983 by ordinance No. 117 of the City Council; and WHEREAS, Section 33445 of the california Health and Safety Code requires the Agency to determine the issue of benefit to the Paguay Redevelopment Project prior to expenditure of funds and that no other reasonable means of financing are available; and WHEREAS, the construction of the park will provide increased recreational opportunities for the adult residents of the Redevelopment Project area and the community at large; and WHEREAS, the construction of the park will free up needed playing fields for use by youth sports teams and the community at large. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Poway as follows: The Council finds that construction of the South Poway Sports Park is of benefit in that it provides increased recreational opportunities for adult residents within the Plan area as well as the community at large. The Council determines that pursuant to Health and Safety Code 33445, (1) the construction of the park is of benefit to the Project area and neighborhood in which such property is situated; and (2) no other reasonable means of financing the project is available to the City of Poway.
