Res 92-133RESOLUTION NO. 92-133 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA, DETERMINING THAT THE STREET RESURFACING AND IMPROVEMENT WITHIN THE POINSETTIA MOBILE HOME PARK TO BE OF BENEFIT TO THE PAGUAY REDEVELOPMENT PROJECT WHEREAS, the Poway Redevelopment Agency will undertake the street repair and improvement within the Poinsettia Mobile Home Park (5953); and WHEREAS, the proposed project is adjacent to the Paguay Redevelopment Project and pursuant to the Redevelopment Plan for the project, which Redevelopment Plan was adopted on December 13, 1983 by Ordinance No. 117 of the City Council; and WHEREAS, Section 33445 of the California Health and Safety Code requires the Agency to determine the issue of benefit to the Paguay Redevelopment Project prior to expenditure of funds and that no other reasonable means of financing are available; and WHEREAS, the road repair and improvements to the streets within the park provide for safer pedestrian movement and vehicular access to and from homes within the park; and WHEREAS, the repairs have been necessitated by the repair of other service infrastructure within the park; and WHEREAS, the upgrading and good maintenance of publicly owned property can act as a stimulus to owners of nearby private properties for similar investment, and in an area that is made up of predominantly low and moderate income housing; and NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Poway as follows: The Council finds that the repairs and improvement of the streets within the Poinsettia Mobile Home Park are of benefit in that (1) it provides for safer pedestrian movement and vehicular access to and from adjacent neighborhoods, (2) it provides an example of good maintenance practices to property owners in the immediate neighborhood. The council determines that pursuant to Health and Safety Code 33445, (1) the road repair and improvements within the mobile home park is of benefit to the Project area and neighborhood in which such property is situated; and (2) no other reasonable means of financing the project is available to the City of Poway.
