RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY,
CALIFORNIA, DETERMINING THAT THE RE-CONSTRUCTION
FENCING SURROUNDING THE RECREATION CENTER AT THE
POINSETTIA SENIOR MOBILE HOME PARK TO BE OF BENEFIT
TO THE PAGUAY REDEVELOPMENT PROJECT
WHEREAS, the Poway Redevelopment Agency will undertake the
demolition of the old fencing and construction of a new six foot
slump stone wall, undertake the restoration of landscaping and
replacement hardscape as necessary, at the recreation center in the
Poinsettia Senior Mobilehome Park (5954); and
WHEREAS, the proposed project is adjacent to and of benefit to
the Paguay Redevelopment Project and pursuant to the Redevelopment
Plan for the project, which Redevelopment Plan was adopted on
December 13, 1983 by Ordinance No. 117 of the City Council; and
WHEREAS, Section 33445 of the California Health and Safety
Code requires the Agency to determine the issue of benefit to the
Paguay Redevelopment Project prior to expenditure of funds and that
no other reasonable means of financing are available; and
WHEREAS, construction of the new wall and accompanying
improvements will extend the useful life of the recreation center
in the senior park; and
WHEREAS, the Poway Redevelopment Agency is the owner of the
park and obliged to insure its upkeep.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the
City of Poway as follows:
The Council finds that the reconstruction of the
recreation area fencing of benefit in that it provides
for improved life expectancy for the recreation center
within the senior park.
The Council determines that pursuant to Health and Safety
Code 33445, (1) the improvements are of benefit to the
project area and neighborhood in which such property is
situated; and (2) no other reasonable means of financing
the purchase is available to the City of Poway.
