RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY,
CALIFORNIA, DETERMINING THAT CONSTRUCTION OF
BALLFIELD FENCING AND IMPROVEMENTS AT THE POWAY
COMMUNITY PARK TO BE OF BENEFIT TO THE PAGUAY
REDEVELOPMENT PROJECT
WHEREAS, the Poway Redevelopment Agency will undertake the
construction of fencing and improvements of existing baseball
fields at the Poway Community Park (5621); and
WHEREAS, the proposed project is within the Paguay
Redevelopment Project and pursuant to the Redevelopment Plan for
the project, which Redevelopment Plan was adopted on December 13,
1983 by Ordinance No. 117 of the City Council; and
WHEREAS, Section 33445 of the California Health and Safety
Code requires the Agency to determine the issue of benefit to the
Paguay Redevelopment Project prior to expenditure of funds and that
no other reasonable means of financing are available; and
WHEREAS, construction of the ballfield improvements will
expand needed recreational opportunities for adolescents and young
adults within a predominantly low and moderate income area of the
City; and
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the
city of Poway as follows:
The Council finds that the improvements to the park
ballfields are of benefit in that it provides an
expansion of recreational opportunities to the youth of
the community.
The Council determines that pursuant to Health and Safety
Code 33445, (1) the improvements are of benefit to the
project area and neighborhood in which such property is
situated; and (2) no other reasonable means of financing
the purchase is available to the City of Poway.

California, this 23rd day of June, 1992.
