Res 92-169RESOLUTION NO. 92- 169 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY APPROVING THE EXECUTION OF AN AGREEMENT WITH LIFELINE COMMUNITY SERVICES FOR THE POWAY SHARED HOUSING PROGILAM WHEREAS, the Poway Redevelopment Agency (the "Agency") and LifeLine Community Services {the "Program Sponsor") are desirous of entering into a contractual agreement {the "Agreement") for the provision of a Shared Housing Program described in the scope of work attached in Exhibit "A" hereto (the "Program") to assist low and moderate income residents within the Paguay Redevelopment Project Area (the "Project Area") and the City of Poway (the "City") in accessing affordable housing; and WHEREAS, the Program will serve as an integral component of a balanced affordable housing strategy to increase, and improve, and preserve the supply of housing in the City available to persons and families with low and moderate incomes; and WHEREAS, California Health and Safety Code Section 33334.2 (e)(8) states that the Agency may provide subsidies from its Low and Moderate Income Housing Fund {the "Housing Fund") moneys to, or for the benefit of, very low, low and moderate income persons and families to the extent that those households are unable to obtain affordable housing on the open market; and WHEREAS, Section 33334.2(g) of the Health and Safety Code authorizes the Agency to expend its Housing Fund moneys outside the Project Area upon a finding by the City Council that the expenditure of such funds will be of benefit to the Projects; NOW, THEREFORE, the City Council of the City of Poway does resolve as follows: Section 1: The recitals hereof are true and correct and are hereby incorporated into this Resolution. Section 2: The City finds that the use of the Agency's Low and Moderate Income Housing Fund to satisfy the Agency's obligations pursuant to the Program are for the purpose of increasing, improving, and preserving the community's supply of housing available to persons and families of low and moderate incomes at affordable housing cost pursuant to California Health and Safety Code Section 33334.2. Section 3: The City Council hereby authorizes the use of the Agency's Low and Moderate Income Housing Fund to support the extension of the Program to Poway residents living outside the Project Area and pursuant to California Health and Safety Code Section 33334.2(g), the City finds that the use of Agency funds for the purposes as outlined in the Program will be of benefit to the Project Area and the areas outside of the Project Area within the community. Resolution No. 92- 169 Page 2 Section 4: The City Council approves the Program in the form of Exhibit "A" and approves the execution by the Executive Director of the Agency of the Agreement as described in the Resolution of the Agency adopted on this date and such other documents as may be determined by the City Attorney to be necessary or appropriate to effectuate the Agreement. Wahlsten, City Clerk City of .P?oJvay Resolution No. 92-169 Page 3 Exhibit "A" "SCOPE OF WORK" POWAY SHARED HOUSING PROGRAM Lifeline Community Services of North San Diego County 200 Jefferson Street Vista, CA 92084 Contract Period: August 1, 1992 through July 31, 1993 Project: Shared Housing Program for low and Moderate income residents of the Paguay Redevelopment Project area and the City of Poway. Program Goals and Objectives: I. Program Objectives for Contract Period a. Assess One Hundred Twenty Five (125) lower income residents of the City of Poway for housing assistance. b. Intake and provide case management for One Hundred {100) lower income residents of the City of Poway for shared housing matches. c. Provide Sixty (60) lower income residents of the City of Poway with ancillary problem solving/referral services. d. Obtain 18 shared housing matches within the contract period. II. Program Performance Measures a. Provide quarterly performance reports to the Poway Redevelopment Agency. b. Maintain records, invoices, and relevant statistics supporting the data presented within the Quarterly Performance reports. c. Provide the Redevelopment Agency with an Annual Evaluation Report. III. Program Components a. Ongoing Outreach and Education - press releases; public interest stories; classified ads; radio public service announcements; distribution and positing of informational flyers; and public relations activities with local civic groups, social service Resolution No. 92-169 Page 4 Scope of Work Page 2 Co de providers, hospitals, convalescent homes, senior centers, churches, and social clubs. Also local businesses, schools and day care centers will be contacted in outreach to the low wage earner and single parents. Screening - Primarily through the use of a toll free number 1-800-540-1383 potential clients schedule meetings with LIFELINE counselors who will conduct necessary interviews at the Poway Senior Center. If shared housing is deemed an appro- priate housing option, income information and references are obtained, along with information about housing preferences. Homeowners are interviewed at their residence for personal and household assessment. Housing Match - Signatures on Release of Liability and Release of Information Forms are obtained; LIFELINE staff provides appropriate referrals to homeowners and homeseekers; and rental agreements for homeseekers/homeowners are provided by LIFELINE. Once a match is effected, a copy of the signed rental agreement is obtained by LIFELINE for their records. Follow-up and Evaluation - Counselors remain available for counseling after matches are made. Mediation services and in-depth personal counseling are available where the need is indicated. Emergency assistance, social service agency referrals, problem solving advocacy and legal assistance services are also available. Data Collection - Compilation of demographic data on clients served will include information on age, gender, disability, and income. Additionally, documentation will be maintained which confirms that no homeseeker is paying for shared housing in excess of that which is affordable pursuant to the California Health and Safety Code. LIFELINE will maintain records on the percentage of income used to pay housing related expenses before and after a shared housing match. Data will be collected and maintained on the number of homeseekers and homeowners enrolled in the shared housing program, number of home visits, problem solving and counseling sessions, the extent of community out-reach activities undertaken by LIFELINE staff, and other relevant program activities.
