A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWA¥, CALIFORNIA
ATTACHING AN AFFORDABLE HOUSING OVERLAY TO SITE 15
LOCATED ON THE WEST SIDE OF POMERADO ROAD, NORTH OF VON'S CENTER
(AHO 92-04)
WHEREAS, the City Council certified the Final Environmental Impact Report
for and approved the Poway General Plan Update on November 19, 1991; and
WHEREAS, the updated General Plan Housing Element includes goals, policies
and implementation strategies for the provision of adequate affordable housing
opportunities for very low, low, and moderate income households pursuant to the
requirements of State law; and
WHEREAS, the updated General Plan Housing Element authorizes the placement
of an Affordable Housing Overlay designation on property within any land use
category; and
WHEREAS, the City Council appointed a 15 member Redevelopment and Housing
Advisory Committee to assist the City and the public in identifying potential
sites for the physical location and construction of affordable housing projects;
and
WHEREAS, the Redevelopment and Housing Advisory Committee (RHAC) reviewed
an extensive list of potential sites along with site evaluation criteria for
ultimate site selection; and
WHEREAS, the RHAC conducted numerous noticed public meetings to obtain
public input on the potential site locations, and
WHEREAS, the RHAC has developed a final list of recommended affordable
housing sites, as described and mapped in a report to the City Council dated
August 4, 1992; and
WHEREAS, the Poway City Council held a properly noticed public hearings on
August 4, September 1, and September 8, 1992 to consider the adoption of Site 15
as an affordable housing site within the City of Poway.
NOW, THEREFORE IT IS RESOLVED that the City Council finds that:
1) the previously certified Final Environmental Impact Report prepared for
the update of the General Plan adequately addresses the potential environmental
impacts associated with the selection and approval of affordable housing sites
within the City of Poway and that further environmental review will be required
in conjunction with the adoption of a specific plan for said site; and,
2) the City Council hereby attaches the Affordable Housing Overlay to Site
15, as described above and shown on the attached map, to allow development of
very low income senior housing at a density of up to 25 dwelling units per acre.
