Res 92-191Resolution No. 92-191 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA SUPPORTING LEGISLATION ESTABLISHING A BEER KEG TAGGING PROGRAM WHEREAS, the Alcohol and Drug Abuse Prevention Task Force Coalition (ADAPT) has requested that the City of Poway support legislation that would require the tagging of beer kegs in an effort to reduce underage drinking; and WHEREAS, the City of Poway supports ADAPT's continuous efforts toward the prevention of alcohol and other drug abuse to enable communities to reach their social, educational, and employment potential; and WHEREAS, law enforcement agencies throughout the country have found underage drinking to be prevalent with beer keg parties; and WHEREAS, a recent statewide study found that San Diego County youth use alcohol at a higher rate than youth in the 57 other counties of California; and WHEREAS, law enforcement agencies presently have no means of tracking the purchasers or sellers of beer kegs confiscated at illegal keg parties; and WHEREAS, over a dozen communities in the State of Massachusetts have found the implementation of a beer keg tagging program to be extremely successful in eliminating illegal beer keg parties. NOW, THEREFORE, BE IT RESOLVED, by the City of Poway that the City supports legislation that would require the tagging of beer kegs enabling law enforcement agencies to track the purchasers and sellers of confiscated beer kegs in an effort to reduce underage drinking.
