RESOLUTION OF THE CITY COUNCIL I'~
OF THE CITY OF POWAY, CALIFORNIA
ADOPTING THE SOURCE REDUCTION AND RECYCLING ELEMENT,
THE HOUSEHOLD HAZARDOUS WASTE ELEMENT,
AND THE ADDENDUM TO THE SOURCE REDUCTION AND RECYCLING ELEMENT
WHEREAS, on September 29, 1989, the California Integrated Waste Management
Act of 1989 (AB 939) was signed into law; and
WHEREAS, AB 939 requires that each city in California prepare and adopt an
Integrated Waste Management Plan that outlines how the city will reduce the
amount of waste entering landfills by at least 25% by 1995 and 50% by 2000; and
WHEREAS, the Integrated Waste Management Plan consists of a Source
Reduction and Recycling Element (SRRE) and a Household Hazardous Waste Element
(HHWE), and
WHEREAS, on December 11, 1990, the City of Poway entered into agreement
with the County of San Diego authorizing the preparation of the above elements
which will become part of the County-wide Integrated Waste Management Plan; and
WHEREAS, a Preliminary SRRE and HHWE have been prepared in accordance with
the requirements of the Integrated Waste Management Act; and
WHEREAS, both the SRRE and the HHWE have been reviewed by City of Poway
Council on December 17, 1991; and
WHEREAS, both the SRRE and the HHWE have been reviewed by adjacent
jurisdictions, the County, and the State; and
WHEREAS, all comments received on the SRRE and the HHWE are to be addressed
and incorporated into the adopted plan; and
WHEREAS, a local public hearing is required for the adoption of the SRRE
and the HHWE.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Poway
does hereby adopt the documents placed on official file in the offices of the
City Clerk and the Director of Public Services, and which are referred to as the
Source Reduction and Recycling Element (SRRE) and the Household Hazardous Waste
Element (HHWE), dated November 1991, addenda and comments inclusive.
