A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
INITIATING GENERAL PLAN AMENDMENT/ZONE CHANGE 93-01
WHEREAS, the City Council of the City of Poway recognizes that
the need may arise to amend the City's General Plan; and
WHEREAS, Section 65350, et seq. of the california Government
Code describes the procedures for amending General Plans; and
WHEREAS, Section 17.46.020B of the Poway Municipal Code
(Zoning Ordinance) provides that a change in the boundaries of any
zone or a change in regulations may be initiated by resolution of
the City Council; and
WHEREAS, General Plan Amendment 93-01 consists of the
applications noted below.
GPA 93-01A This item involves the creation of the Hospital Campus
designation. The intent is to accommodate all of the various
medical functions and services provided by the hospital and its
affiliations under a single encompassing category.
GPA/ZC 93-01B This item involves consideration of a creation of the
land use and zoning for a four-parcel 51.5 acre site located east
of Pomerado Road between Monte Vista Road and Gateway Park Road
from (land use) Public Facilities (PF), Commercial Office (CO),
Rural Residential-C and Rural Residential-A (RR-A)to Hospital
Campus (HC) and Open Space Resource-Management (OS-RM) and zoning
from OS, CO, RR-C, and RR-A to HC and OS-RM. The site is more
commonly known as Pomerado Hospital.
GPA/ZC ~$-01C Valle Verde Park - This item involves the
consideration of redesignation of land use and zoning for a 4.67
acre site located on the northwest corner of Espola Road and Valle
Verde Road from (land use) Public Facilities (PF) to Open Space
Recreation (OS-R) and zoning from OS to OS-R.
GPA/ZC 93-01D Panorama Hills Park - This item involves the
consideration of redesignation of land use and zoning for a 4.45
acre site located at the southerly terminus of Solera Way from
(land use) Public Facilities (PF) to Open Space Recreation (OS-
R)and zoning from OS to OS-R.
GPA/ZC 93-01E Starridge Park - This item involves the
consideration of redesignation of land use and zoning for a 26.05
acre site located at southeast corner of Starridge Street and
Carriage Road from (land use) Public Facilities (PF) to Open Space
Recreation (OS-R) and zoning from OS to OS-R.

~PA/ZC 93-01F Hilleary Park - This item involves the consideration
of redesignation of land use and zoning for a 9.43 acre site
located at northwest corner of Community Road and Hilleary Place
from (land use) Public Facilities (PF) to Open Space Recreation
(OS-R) and zoning from OS to OS-R.
~PA/ZC 93-01G Poway Community Park - This item involves the
consideration of redesignation of land use and zoning for a 28.53
acre site located at near the southwest corner of Civic Center
Drive and Bowron Road from (land use) Public Facilities (PF) to
Open Space Recreation (OS-R) and zoning from OS to OS-R.
GPA 93/ZC-01H Garden Road Park - This item involves the
consideration of redesignation of land use and zoning for a 6.57
acre site located on the northwest corner of Garden Road and
Whitewater Drive from (land use) Public Facilities (PF) to Open
Space Recreation (OS-R) and zoning from OS to OS-R.
ZC 93-01I Painted Rock School This item involves the
redesignation of zoning for a 9.12 acre site located on the
southeast corner of Martincoit Road and Sagewood Drive from Open
Space (OS) to Public Facilities (PF).
ZC ~3-01J Catholic Church Property - This item involves the
redesignation of zoning for a 9.53 acre site located on the
southeast corner of Tannin Drive and Solera Way from Open Space
(OS) to Open Space-Recreation (OS-R).
zC 93-01K Bernardo Winery - This item involves the redesignation
of zoning for a portion of a 13. 28 acre site located on the
westerly terminus of Old Winery Road from Open Space (OS) to Open
Space-Recreation (OS-R).
ZC 93-01L Chaparral School - This item involves the
redesignation of zoning for a 10.87 acre site located near the
southerly terminus of Solera Way from Open Space (OS) to Public
Facilities (PF).
ZC 93-01M Rockpile - This item involves the redesignation of
zoning for a 1.68 acre site located on the southerly terminus of
Silverlake Drive from Open Space (OS) to Open Space-Resource
Management(OS-RM)
ZC ~3-01N Carriage Point Knoll This item involves the
redesignation of zoning of approximately 5 acres located near the
intersection of Carriage Road and Poway Road from Open Space (OS)
to Open Space-Resource Management (OS-RM).

ZC 93-010 Valley School - This item involves the redesignation of
zoning for a 9.44 acre site located on the southwest corner of
Civic Center Drive and Bowron Road from Open Space (OS) to Public
Facilities (PF).
ZC ~3-01P City Hall/Fire Station #1 - This item involves the
redesignation of zoning for a 6.55 acre site located on the
southwest corner of Community Road and Civic Center Drive from Open
Space (OS) to Public Facilities (PF).
ZC 93-010 Garden Road School This item involves the
redesignation of zoning for a 9.72 acre site located on the
northeast corner of Garden Road and Floral Street from Open Space
(OS) to Public Facilities (PF).
ZC 93-01R Stowe Drive OS - This item involves the redesignation
of zoning for a 1.5 acre site located on the northeast corner of
Pomerado Road and Stowe Drive from Open Space (OS) to Open Space-
Resource Management (OS-RM).
ZC 93-01S Nature Conservancy - This item involves the
redesignation of zoning for a 50.4 acre site located on the
southwest corner of Metate Lane and Montauk Street from Open Space
(OS) to Open Space-Resource Management (OS-RM) and Rural
Residential-A (RR-A).
ZC 93-01T Abraxas School - This item involves the redesignation
of zoning for a 9.7 acre site located on the northeast corner of
Pomerado Road and Glen Oak Road from Open Space (OS) to Public
Facilities (PF).
zC 93-01U Arbolitos Park - This item involves the redesignation
of zoning for a 21.65 acre site located south of the intersection
of Pomerado Road and State Route 56 from Open Space (OS) to Open
Space-Resource Management (OS-RM).
ZC 93-01V Silverset Park - This item involves the redesignation
of zoning for a 10.98 acre site located at the intersection of
Silverset Street and Shadowline Street from Open Space (OS) to
Public Facilities (PF).
zC 93-01w PUSD Administration - This item involves the
redesignation of zoning for a 9.64 acre site located on the
northeast corner of Twin Peaks Road and Midland Road from Open
Space (OS) to Public Facilities (PF).
zC 93-01x Twin Peaks/ Tierra Bonita Schools - This item involves
the redesignation of zoning for a 35.39 acre site located on the
northwest corner of Twin Peaks Road and Tierra Bonita Road from
Open Space (OS) to Public Facilities (PF).

ZC 93-01Y Dearborn Cemetery - This item involves the redesignation
of zoning for a 39.07 acre site located on the east side of Tierra
Bonita Road from Open Space (OS) to Public Facilities (PF).
ZC 93-01z Old Poway Park - This item involves the redesignation
of zoning for a 4.98 acre site located on the southwest corner of
Midland Road and Aubrey Street from Open Space (OS) to Open Space -
Recreation (OS-R).
ZC 93-01AA Meadowbrook School - This item involves the
redesignation of zoning for a 25.24 acre site located on the
northeast corner of Meadowbrook Street and Eisenhower Avenue from
Open Space (OS) to Public Facilities (PF).
ZC 93-01BB Pomerado School - This item involves the
redesignation of zoning for a 8.64 acre site located on the
southwest corner of Pomerado Road and 9th Street from Open Space
(OS) to Public Facilities (PF).
ZC 9~-01CC Midland School - This item involves the
redesignation of zoning for a 7.24 acre site located on the
southwest corner of Midland Road and Edgemoor Street from Open
Space (OS) to Public Facilities (PF).
ZC 93-01DD BLM Lands - This item involves the redesignation of
zoning for a combined 1,847.27 acre series of parcels located
generally along the eastern City boundary from Open Space (OS) to
Open Space-Resource Management (OS-RM).
ZC 93-01EE Blue Sky Ranch - This item involves the
redesignation of zoning for a 410 acre site located east of Espola
Road along the Green Valley Truck Trail from Open Space (OS) to
Open Space-Resource Management (OS-RM).
ZC 93-01FF Rexrode Wilderness Area - This item involves the
redesignation of zoning for approximately 165.28 acres that
surround the portions of the south, east and north shores of Lake
Poway from Open Space (OS) to Open Space - Resource Management
(OS-RM).
ZC 93-01GG Lake Poway - This item involves the redesignation
of zoning for approximately 221.28 acres that include Lake Poway
and the land and generally located to the west and north from Open
Space (OS) to Open Space-Recreation (OS-R).
ZC 93-01HH City Water Treatment, Operations and Maintenance
Facilities - This item involves the redesignation of zoning for a
20.68 acre site located on Lake Poway Road, west of Lake Poway
from Open Space (OS) to Public Facilities (PF).

ZC 93-01II Poway High School - This item involves the
redesignation of zoning for a 45.25 acre site located on the
northwest corner of Espola Road and Titan Way from Open Space (OS)
to Public Facilities (PF).
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the
City of Poway by adoption of this resolution, does hereby initiate
General Plan Amendment/Zone Change 93-01 and associated changes to
zoning designations and boundaries, as identified above.
APPROVED AND ADOPTED by the City Council of the City of Poway,
State of California, this 15th day of December 1992.
