RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY
APPROVING THE REGIONAL GROWTH MANAGEMENT STRATEGY
WHEREAS, the voters of San Diego County approved Proposition C, the
Regional Planning and Growth Management Review Measure in November 1988 which
called for the establishment of a Regional Planning and Growth Management Review
Board to formulate a regional growth management plan; and
WHEREAS, the San Diego Association of Governments serves as the Regional
Planning and Growth Management Review Board; and
WHEREAS, a Regional Growth Management Strategy has been prepared by the San
Diego Association of Governments and referred to the member agencies for
consideration; and
WHEREAS, the City of Poway City Council rejected the previous draft of the
Regional Growth Management Strategy for reasons outlined in Resolution 92-074;
and
WHEREAS, the draft Regional Growth Management Strategy has been amended to
acknowledge that its adoption does not impose any housing obligations in addition
to those mandated by state law; and
WHEREAS, the City of Poway recognizes the value of regional cooperation on
infrastructure essential to the quality of life; and
WHEREAS, adoption of the Regional Growth Management Strategy does not limit
each individual community's right, subject to State law, to determine how much
it will allow or limit growth based upon its own General Plan; and
WHEREAS, a community should not be forced to grow if it finds that it will
detract from its own quality of life nor should it be allowed to grow if that
will impact the quality of life of its neighbors.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF POWAY DOES HEREBY RESOLVE
that the Regional Growth Management Strategy is acceptable in its current form
and hereby approves it.
PASSED, ADOPTED, and APPROVED by the City Council of the City of Poway,
California, at a regular meeting thereof this 19th day of January, 1993.
