A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, STATE OF
CALIFORNIA DETERMINING THAT PURCHASE OF ASSESSOR PARCEL
NUMBERS 321-250-17 AND 277-140-118 TO BE OF BENEFIT
TO THE PAGUAY REDEVELOPMENT PROJECT
WHEREAS, the Poway Redevelopment Agency will undertake the construction
of the South Poway Parkway; and
WHEREAS, the proposed project is within the Paguay Redevelopment Project
and pursuant to the Redevelopment Plan for the project, which Redevelopment
Plan was adopted on December 13, 1983, by Ordinance No. 117 of the City
Council; and
WHEREAS, Section 33445 of the California Health and Safety Code requires
the Agency to determine the issue of benefit to the Paguay Redevelopment
Project prior to expenditure of funds and that no other reasonable means of
financing is available; and
WHEREAS, construction of the proposed South Poway Parkway will impact
coastal sage habitat and riparian oak woodlands; and
WHEREAS, the City of Poway requires the aforesaid impacted plant and
animal habitat to be replaced; and
WHEREAS, this property fulfills the requirements for replacement
mitigation land; and
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Poway
as follows:
the Council finds that purchase of the property is of benefit in
that 1) it provides necessary mitigation land for the improvements
of South Poway Parkway; and 2} it establishes a permanent
wildlife corridor between the Blue Sky Ecological Preserve and the
San Dieguito River Valley Regional Open Space Park to serve in the
preservation of plant and animal species that exist within the
corridor.
the Council determines that pursuant to Health and Safety Code
33445, 1) the purchase of the property is of benefit to the
Project area and neighborhood in which such property is situated;
and 2) no other reasonable means of financing the purchase is
available to the City of Poway.

PASSED, ADOPTED, AND APPROVED by the City Council of the City of Poway at
a regular meeting thereof this 9th day of Februars, 1993.
