A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY
APPROVING THE EXECUTION OF AN AGREEMENT WITH LIFELINE COMMUNITY SERVICES
FOR THE POWAY AFFORDABLE HOUSING ASSISTANCE AND REFERRAL PROGRAM
WHEREAS, the Poway Redevelopment Agency (the "Agency") and LifeLine
Community Services (the "Program Sponsor") are desirous of entering into a
contractual agreement (the "Agreement") for the provision of the Poway Affordable
Housing Assistance and Referral Program described in the Program Proposal
attached in Exhibit "A" hereto (the "Program") to assist low and moderate income
residents within the Paguay Redevelopment Project Area (the "Project Area") and
the City of Poway (the "City") in accessing affordable housing; and
WHEREAS, the Program will serve as an integral component of a balanced
affordable housing strategy to increase, and improve, and preserve the supply of
housing in the City available to persons and families with low and moderate
incomes; and
WHEREAS, California Health and Safety Code Section 33334.2 (e)(8) states
that the Agency may provide subsidies from its Low and Moderate Income Housing
Fund (the "Housing Fund") moneys to, or for the benefit of, very low, low, and
moderate income persons and families to the extent that those households are
unable to obtain affordable housing on the open market; and
WHEREAS, Section 33334.2(g) of the Health and Safety Code authorizes the
Agency to expend its Housing Fund moneys outside the Project Area upon a finding
by the City Council that the expenditure of such funds will be of benefit to the
Projects.
NOW, THEREFORE, the City Council of the City of Poway does resolve as
follows:
Section 1: The recitals hereof are true and correct and are hereby
incorporated into this Resolution.
Section 2: The City finds that the use of the Agency's Low and
Moderate Income Housing Fund to satisfy the Agency's obligations pursuant to the
Program are for the purpose of increasing and preserving the community's supply
of housing available to persons and families of low and moderate incomes at
affordable housing cost pursuant to California Health and Safety Code Section
33334.2.
Section ~: The City Council hereby authorizes the use of the
Agency's Low and Moderate Income Housing Fund to support the extension of the
Program to Poway residents living outside the Project Area and pursuant to
California Health and Safety Code Section 33334.2(g), the City finds that the use
of Agency funds for the purposes as outlined in the Program will be of benefit
to the Project Area and the areas outside of the Project Area within the
community.

Section 4: The City Council approves the Program in the form of
Exhibit "A" and approves the execution by the Executive Director of the Agency
of the Agreement as described in the Resolution of the Agency adopted on this
date and such other documents as may be determined by the City Attorney to be
necessary or appropriate to effectuate the Agreement.
PASSED, ADOPTED AND APPROVED, by the City Council of Poway,
California, at a regular meeting thereof this 26th day of October, 1993.
