Res 93-155RESOLUTION NO. 93-155 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA AMENDING THE PUBLIC FACILITIES ELEMENT OF THE GENERAL PLAN OF THE CITY OF POWAY COMPREHENSIVE PLAN (GPA 93-03D) WHEREAS, the City Council of the City of Poway recognizes that the need may arise to amend the City's General Plan; and WHEREAS, Section 65350, et seq., of the California Government Code describes the procedures for amending General Plans; and WHEREAS, the City of Poway has initiated a General Plan Amendment, GPA 93-03D, amending the text of the Public Facilities Element of the General Plan; and WHEREAS, the City of Poway held a properly noticed public hearing in accordance with the California Government code and the California Environmental Quality Act to consider the proposed amendment; and WHEREAS, the City Council finds that the distribution, types, and demand for recreational facilities within the City of Poway were adequately discussed in the environmental impact report prepared and adopted for the 1991 update of the Poway General Plan and that the aforementioned revision would not result in any new significant impacts; and WHEREAS, the City Council further finds that the proposed General Plan amendment would create a Minipark standard designed to meet the recreational needs of communities not served by existing park or school facilities and isolated by topographic, roadways and other natural or mad-made barriers and that the Lake Poway Recreation Area, because of its variety of recreational amenities and degree of visitation by residents located within surrounding neighborhoods, meets the Community Park development standards. NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby amend the City Parks and Recreation Facility Standards subsection of the City Park and Recreation Facilities section of the Public Facilities Element is proposed to be amended as follows: Resolution No. 93-155 Page 2 of Poway parks and recreation facilities are classified based on their service are, their size, their primary function and facilities they offer. There are four classifications: ~!~!~, neighborhood, community and regional parks and special use areas. The following information describes each facility classification: PARKS Lake Poway Recreation Area This 449 acre lake and park is located at 14644 Lake Poway Road.
