A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF POWAY, CALIFORNIA REQUESTING
THE AIR POLLUTION CONTROL BOARD TO CONSIDER
FAVO~BLY THE EXPENDITURE OF $1.2 MILLION FOR
THE RESTORATION OF SAN DIEGO TRANSIT AND SAN
DIEGO TROLLEY SERVICES IN FISCAL YEAR 1994
WHEREAS, public transportation service is an important factor in meetin§
the San Diego region's air quality, congestion management, and social and
economic goals; and
WHEREAS, transit financing from state and federal sources has been
reduced this year, resulting in insufficient funds to continue existing levels
of San Diego Transit and San Diego Trolley services; and
WHEREAS, the Metropolitan Transit Development Board is seeking
alternative financing to avoid potentially catastrophic cuts in San Diego
Transit and San Diego Trolley services; and
WHEREAS, the San Diego County Board of Supervisors, acting as the Air
Pollution Control Board, administers the Vehicle Registration Funding
Allocation Plan, which includes programs designed to improve the region's air
quality; and
WHEREAS, the Air Pollution Control Board is reconsidering certain
components of the Vehicle Registration Funding Allocation Plan.
WHEREAS, this action is intended as an interim solution to MTDBs
budgetary problems which were partially created by the down turn in the
state's economy; and
WHEREAS, by FY 94-95 MTDB must find a permanent solution to their
revenue limitations or make service cuts, postpone implementation of new
transit services, solicit private contracts for various transit services, and
take other necessary measures to keep their operating costs within their
annual budget.
NOW, THEREFORE, BE IT RESOLVED, that the City of Poway hereby requests
the Air Pollution Control Board to consider favorably the expenditure of $1.2
million for the restoration of San Diego Transit and San Diego Trolley
services, which would otherwise be eliminated in fiscal year 1994.
PASSED, APPROVED, AND ADOPTED by the City Council of the City of Poway,
California at a regular meeting thereof, this 26th day of October, 1993.
