A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF POWAY, CALIFORNIA REQUESTING THE
REGIONAL TRANSPORTATION COMMISSION TO ADJUST
THE TPJ~NSNET TP, ANSIT EXPENDITURE FORMULA FOR
THE METROPOLITAN TRANSIT DEVELOPMENT BOARD (MTDB)
WHEREAS, public transportation service is an important factor in meeting
the San Diego region's air quality, congestion management, and social and
economic goals; and
WHEREAS, transit financing from state and federal sources has been
reduced this year, resulting in insufficient funds to continue existing levels
of San Diego Transit and San Diego Trolley services; and
WHEREAS, the Metropolitan Transit Development Board is seeking
alternative financing to avoid potentially catastrophic cuts in San Diego
Transit and San Diego Trolley services; and
WHEREAS, the SANDAG Board, acting as the Regional Transportation
Commission, administers TransNet funds, which include a transit component
consisting of 80 percent reserved for capital expenditures and 20 percent
reserved for operating expenditures; and
WHEREAS, the Regional Transportation Commission has the power to
transfer funds between these two categories of expenditures; and
WHEREAS, this action is intended as an interim solution to MTDBs
budgetary problems which were partially created by the down turn in the
state's economy; and
WHEREAS, by FY 94-95 MTDB must find a permanent solution to their
revenue limitations or make service cuts, postpone implementation of new
transit services, solicit private contracts for various transit services, and
take other necessary measures to keep their operating costs within their
annual budget.
NOW, THEREFORE, BE IT RESOLVED, that the City of Poway hereby requests
the Regional Transportation Commission to adjust the TransNet transit
expenditure formula to allow for use by MTDB for operations' purposes beyond
the present 20 percent limits in order to preserve as much of the present
level of service as practical.
PASSED, APPROVED, AND ADOPTED by the City Council of the City of Poway,
California at a regular meeting thereof, this 26th day of October, 1993.
