A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, COUNTY OF SAN DIEGO, CALIFORNIA
APPROVING THE APPLICATION FOR GRANT FUNDS FROM THE
USED OIL RECYCLING FUND UNDER THE USED OIL RECYCLING
ENHANCEMENT ACT FOR RESIDENTIAL PUBLIC EDUCATION
AND COLLECTION OF USED OIL AND OIL FILTERS WITHIN
THE JURISDICTION OF THE CITY OF POWAY
WHEREAS, the people of the State of California have enacted the
California Oil Recycling Enhancement Act that provides funds to cities and
counties for establishing and maintaining local used oil collection programs
that encourage recycling or appropriate disposal of used oil; and
WHEREAS, the California Integrated Waste Management Board (Board) has
been delegated the responsibility for the administration of the program within
the State, setting up necessary procedures governing application by cities and
counties under the program; and
WHEREAS, said procedures established by the Board require the applicant
to certify by resolution the approval of application before submission of said
application to the State; and
WHEREAS, the applicant will enter into an agreement with the State of
California for development of the project.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Poway hereby:

Approves the filing of an application for the California Used Oil
Recycling Block Grant Program under the California Oil Recycling
Enhancement Act for State grant assistance for the project
specified above; and
Certifies that said applicant has or will have sufficient funds to
operate and maintain the project; and
Appoints the Director of Public Services as agent of the City of
Poway to conduct all negotiations; and to execute and submit all
documents including, but not limited to: applications, agreements,
amendments, payment requests, and so on, which may be necessary
for the completion of the aforementioned project.
APPROVED and ADOPTED by the City Council of the City of Poway,
California, at a regular meeting this gth day of November, 1993.
