A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
ESTABLISHING A POLICY CONCERNING
REMOVAL OF COASTAL SAGE SCRUB
AND RESCINDING RESOLUTION 93-149
WHEREAS, the City of Poway is enrolled in the Natural Communities Conservation
Program (NCCP); and
WHEREAS, the City of Poway is preparing a subarea habitat conservation plan as
partial mitigation for the potential environmental impacts of the construction of the Scripps
Poway Parkway between Community Road and Highway 67; and
WHEREAS, the California Department of Fish and Game, in coordination with the
United States Fish and Wildlife Service, has published Natural Community Conservation
Planning Process Guidelines and Southern California Coastal Sage Scrub Conservation
Guidelines which outline the process for the adoption of subarea conservation plans
under the NCCP including the process for securing interim approvals for coastal sage
scrub habitat loss; and
WHEREAS, these guidelines provide for an interim loss cap of 5 percent of the
total coastal sage scrub; and
WHEREAS, it is the City's desire to allow processing of applications to be handled
as efficiently and expeditiously as possible.
NOW, THEREFORE, the City Council does hereby rescind Resolution No. 93-149
and does hereby resolve that clearing, grubbing and/or grading permits may be issued
which would allow the removal of up to 5 percent of the total coastal sage scrub within
the city limits of the City of Poway in accordance with the Natural Community
Conservation Planning Process Guidefines and the Southern California Coastal Sage
Scrub Conservation Guidefines. The City Council further resolves that authorization to
remove coastal sage scrub habitat shall be issued to applicants in the chronological order
that applications for such clearing, grubbing and/or grading permits are received.
APPROVED and ADOPTED by the City Council of the City of Poway, State of
California, this 7th day of June, 1994.
