A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWA¥, CALIFORNIA
APPROVING AN AMENDMENT TO THE
SOUTH POWAY SPECIFIC PLAN
(SPA 84-01X)
the City Council of the City of Poway recognizes that the need may
the City's General Plan; and
Section 65350, et seq. of the California Government Code describes
for amending General Plans; and
Section 65450, et seq. of the California Government Code describes
for amending Specific Plans; and
WHEREAS. on July 30, 1985, the City Council adopted a resolution approving
the South Poway Planned Community; and
WHEREAS. Volume 2 (Development Standards) of the SPPC Development Plan
contains procedures for amending the subject development plan; and
WHEREAS the City Council has initiated South Poway Specific Plan Amendment
84-01X involving amendments to the text of the adopted South Poway Planned
Community Development Plan Volume 2, (Development Standards); and
WHEREAS, on September 20, 1994 the City Council of the City of Poway held
a properly noticed public hearing in accordance with the California Government
Code and the California Environmental Quality Act (CEQA) to consider that
request; and
NOW, THEREFORE, the City Council does hereby amend the text of the South
Poway Specific Plan (Volume II) as follows with strike-out showing deletions and
redlining (shading) showing additions:
Section 1: Environmental Findinqs:
The previously certified Final EIR and Final Subsequent EIR for the South
Poway Specific Plan assumed that LI and IP designated sites would be
developed with a variety of industrial uses as well as some intensive
commercial uses. This outdoor recreational use will generate less traffic
and have less environmental impact than construction of light industrial
buildings on the site at a coverage rate of 35 to 40 percent (the typical
range for lots within the business park). The analysis contained in those
documents adequately addresses the potential environmental impacts of the
proposed amendment and no further environmental review is necessary.
Section 2: City Council Decision:
The City Council hereby amends the text and graphics of the South Poway
Specific Plan (Volume 2) as follows:
E. LIST OF PERMITTED, CONDITIONAL AND PROHIBITED USES IN THE IP AND LI ZONES
The following uses shall be permitted where the "P" appears, shall be permitted
subject to a Conditional Use Permit where the symbol "C" appears, and shall be
