SUBJECT: Camino del Valle Relief Sewer Easement Purchase (#1822)
ABSTRACT
This proposal would authorize the purchase of a new sewer easement and two sewer construction
easements.
ENVIRONMENTAL REVIEW
The project is statutorily exempt from CEQA under Section 15061 (a) (3)- General Rule, where it can
be said with certainty that the easement acquisition will have no significant effect on the environment.
FISCAL IMPACT
The purchase of the permanent sewer easement and the temporary construction easements
described herein would cost the City of Poway $15,000, for which there are sufficient funds in the
project's budget.

SUBJECT: Camino del Valle Relief Sewer Easement Purchase (#1822)
BACKGROUND
Surcharged conditions in Rios Road sewer mains have created a potential sewer overflow.
To address this issue, the City of Poway contracted with Berryman & Henigar to provide
design alternatives that would mitigate the surcharged conditions. The "Rios Road Sewer
Replacement Alignment Study," dated May 31, 2002, recommends the diversion of a
portion of the sewer flow from the intersection of Avenida Florencia and Camino del Valle
into a proposed transmission main that would run westward on Camino del Valle
(approximately 1,400 feet) and finally northward to the existing Camino del Valle Pump
Station. The northward stretch (approximately 600 feet) would run through an existing 15-
foot-wide sewer easement on private property at 12906 Camino del Valle.
FINDINGS
An 8-inch gravity sewer line and 12-inch sewer force main already exist in the
aforementioned easement, thereby making the placement of the proposed sewer
undesirably tight. The affected neighbors were consulted, and several sewer placement
options were analyzed for cost impact before it was determined that the best option is the
purchase of a 10-foot-wide permanent sewer easement from the 12908 Camino del Valle
property owner. A 5-foot-wide temporary construction easement is also required of the
12908 Camino del Valle property owners. The signed agreements with the property
owners will be provided prior to the City Council meeting. In addition, approximately 5,500
square feet of temporary construction easement, to be used as a staging area, will be
required on the 12906 Camino del Valle property. The legal descriptions of the easements

are attached (see Attachments 1 and 2). The $15,000 acquisition cost of the easements is
within the appraiser's value limits and has the City Attorney's approval.
