A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF POWAY
OPPOSING THE TRANSFER OF EL TORO AND
TUSTIN MARINE CORPS FLIGHT OPERATIONS TO
NAS MIRAMAR
WHEREAS, the City of Poway has reviewed the Draft Environmental Impact
Statement (DEIS) for the Realignment of Naval Air Station Miramar to Marine Corps Air
Station Miramar and found that the noise impacts of the planned 83,000 flights per
year of rotary wing aircraft in the flight patterns and at the altitudes set forth in the
DEIS will have significant and unmitigable noise impacts upon residents along the 1-15
corridor including Poway; and
WHEREAS, those impacts can be expected to have severe adverse impacts
upon the quality of life and property values of thousands of families in the area; and
WHEREAS, it is our understanding that air traffic constraints in the area coupled
with the military mission make it impractical to make significant changes to the planned
flight patterns and altitudes at Miramar;
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Poway
that the City of Poway is opposed to the proposed realignment of Naval Air Station
Miramar to Marine Corps Air Station Miramar and respectfully requests that the
Department of the Navy reconsider that plan and seek to transfer the El Toro and
Tustin flight operations to a more suitable location.

at a regular meeting thereof this 31st day of October, 1995.
