A RESOLUTION OF THE POWAY CITY COUNCIL EXPRESSING SUPPORT FOR
THE METROPOLITAN TRANSIT DEVELOPMENT BOARD'S (MTDB)
REQUEST FOR AUTHORIZATION UNDER
THE INTERMODAL SURFACE TRANSPORTATION EFFICIENCY ACT (ISTEA) FOR
THE SAN DIEGO LIGHT RAIL TRANSIT (LRT) PROGRAM AND THE DESERT LINE
PORTION OF THE SAN DIEGO AND ARIZONA EASTERN (SD&AE) RAILWAY
WHEREAS, ISTEA (the federal Intermodal Surface Transportation Efficiency Act
of 1991) must be reauthorized in 1997 to provide for appropriations to federal transit and other
surface transportation programs after September 30, 1997; and
WHEREAS, the reauthorization of ISTEA will provide for funding of specific projects to
be funded over the duration of the authorization period; and
WHEREAS, the Metropolitan Transit Development Board (MTDB) has requested
specific authorizations for Federal Transit Administration (FTA) funding of the San Diego
Region Light Rail Transit (LRT) Program, including the Mission Valley East and Mid-Coast
Corridor Projects, and Federal Railroad Administration (FRA) Section 511 Loan for the
reopening of the San Diego and Arizona Eastern (SD&AE) Railway; and
WHEREAS, MTDB has developed an $813 million LRT system in place or under
construction with a minimum (8.5 percent) federal funding, contributing significant state and
local funds for the 91.5 percent balance; and
WHEREAS, the San Diego Trolley LRT system has continued to out-perform other LRT
operations with a farebox recovery ratio historically exceeding 65 percent; and
WHEREAS, the Mission Valley East and Mid-Coast Corridor Projects would provide
mobility to travel markets that rely upon public transit, offer a high capacity transportation
alternative in two critically impacted corridors, and provide air quality benefits to residents in the
San Diego region; and
WHEREAS, the SD&AE Railway Project would be valuable to the local economy in
light of increased international trade resulting from the North American Free Trade Act
(NAFTA); and
WHEREAS, the SD&AE Railway Project would be a significant benefit to the Port
District and shippers using its facilities; and
WHEREAS, the San Diego LRT Program and the SD&AE Railway Project are important
to the quality of life and future vitality of the San Diego region;

NOW THEREFORE BE IT HEREBY RESOLVED AS FOLLOWS: the City of Poway
hereby expresses its full support for inclusion of funding for the San Diego Region LRT Program
and the SD&AE Railway Project in the 1997 federal surface transportation authorization
legislation.
PASSED, ADOPTED, AND APPROVED by the City Council of the City of Poway at a
regular meeting thereof this 1st day of April, 1997.
