Res 97-078RESOLUTION NO. 97- 078 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA, REVISING THE SCHEDULE OF AMBULANCE SERVICE FEES AND RESCINDING RESOLUTION NO. 92-162 WHEREAS, the City of Poway provides emergency medical services as part of the operation of the fire department; and WHEREAS, rules, regulations, fees and charges for services have previously been established for the operations of these services; and WHEREAS, it has been necessary to revise these rules, regulations, fees and charges from time to time; and WHEREAS, the fee schedule was last revised by the City Council of the City of Poway on August 4, 1992; and WHEREAS, an analysis of the current fee schedule indicates that an increase in these rates is warranted. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway as follows: Section 1. That the following service fee schedule is hereby adopted to be effective when a City-owned paramedic ambulance provides transportation or other emergency service with respect to all emergency medical services provided after 8:00 a.m. on Sept. ember 17, .1997. A. FEES FOR SERVICES Transportation Fee: When a patient who is a resident or a local business owner, as determined by providing adequate proof of Poway residence or payment of a business certificate fee to the City of Poway, is transported, then the transport fee base charge shall be for a resident. When a patient does not meet this criteria, then the transport fee base charge shall be for a non-resident. Base Charge - Resident Base Charge - Non-Resident $400.00 550.00 Resolution No. 97-078 Page 2 Itemized Costs: The following schedule of fees for supplies, medications and services shall apply to every person transported and/or treated: a. Medications and Services Mileage Charge (per mile) Oxygen Used Defibrillation/Cardioversion Intubation (Endotracheal, Combitube, RSI) Medication and IV Supplies Treatment Only - No Transport Extra Paramedic/EMT (per hour) 12.00 50.00 75.00 60.00 Cost + 50% 150.00+ Supplies 30.00 Disposable Supplies: 1) Any use of disposable supplies on a patient where one or more of the following paramedic skills or interventions are utilized will incur a single charge of $35.00 for disposable supplies unless any one of the skills or interventions used in Section 2.b.2 are performed: Cervical/Spinal Immobilization Suctioning ECG/EKG Monitoring Splinting/Bandaging Naso-gastric Tube Carotid Sinus Massage Glucose Monitoring 2) Any use of disposable supplies on a patient where one or more of the following paramedic skills or interventions are utilized will incur a single charge of $65.00 for disposable supplies: Airway Assistance/Adjuncts CPR Congestive Heart Failure/Pulmonary Edema Multiple Trauma Childbirth Resolution No. 97-078 Page 3 B. TRANSPORTATION OF MULTIPLE PATIENTS When multiple members of the same household are transported at the same time, only the first patient would be subject to payment of the mileage fee. The additional family members receiving medical transporta- tion and care would be subject to the base charge and all itemized costs, except mileage. C. COMPUTATION OF MILEAGE Mileage charges shall be computed on the basis of the actual or approxi- mated miles traveled from the incident pick-up location to the delivery location. Section 2. Resolution No. 92-162 is hereby rescinded. APPROVED AND ADOPTED by the City Council of the City of Poway, State of California, this 16th day of September, 1997.
