A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA
ESTABLISHING A FEE FOR THE
PROCESSING OF AN APPLICATION FOR
AN EXEMPTION PERMIT FOR HIGH PRESSURE SODIUM EXTERIOR LIGHTING
(ZOA 97-07)
WHEREAS, the City Council is supportive of the research activities undertaken at
the Palomar Observatory and understands the impacts of light in the night sky on that
research; and
WHEREAS, the safety of its citizens and visitors is of paramount concern to the City
Council; and
WHEREAS, it is sometimes necessary to allow the use of high pressure sodium
lighting in order to protect the safety of those citizens and visitors; and
WHEREAS, the City Council has established an ordinance that allows the City
Council to issue exemption permits to allow the use of high pressure sodium lighting where
it is necessary for the public safety; and
WHEREAS, California Government Code Section 66016, et seq establishes
procedures for the adoption of fees for services provided by local government; and
WHEREAS, the processing of such permits will require staff time to investigate the
circumstances surrounding the application which is estimated to be at least one hour; and
WHEREAS, the average houdy cost, including benefits, for a planner is $29.88; and
WHEREAS, any additional costs incurred will be born by the City's General Fund;
NOW, THEREFORE, the City Council does hereby establish the fee for an application for
an exemption permit to allow high pressure sodium lighting for safety purposes at $25.00.
APPROVED and ADOPTED by the City Council of the City of Poway, State of
California, this 30th day of September, 1997.
