A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA
ADOPTING MEMORANDUM OF UNDERSTANDING REGARDING
WATER CONSERVATION IN CALIFORNIA
WHEREAS, the long-term management of water resources is important in the City
of Poway and throughout California upon which the economy, quality of life, and the
environment depend; and
WHEREAS, the Urban Best Management Practices (BMP) Policy was created in
1991 to establish standard practices and methods for managing water demand statewide
and thereby extending the benefit of existing water supplies; and
WHEREAS, the BMPs represent proven practices and approaches for achieving
long-term reductions in per capita water demand which may improve supply reliability,
reduce the effect of short-term water shortage conditions, and provide a more accurate
basis for future water management planning efforts; and
WHEREAS, urban water agencies and other interested parties may participate in
the development and implementation of the BMP Policy by signing the Memorandum of
Understanding (MOU); and
WHEREAS, upon signing the MOU, participating agencies are expected to
implement the BMP Policy in good faith with consideration for local water agency
characteristics, sound economic evaluation, and consideration for water conservation on
an equal basis with other water management options.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Poway
approves and adopts the MEMORANDUM OF UNDERSTANDING REGARDING WATER
CONSERVATION IN CALIFORNIA, a copy of which is on file at the City Clerk's Office, with
the intent of implementing the BMP Policy in good faith in accordance with the practices
and principles contained therein.
PASSED, APPROVED, and ADOPTED by the City Council of the City of Poway,
California, at a regular meeting this 28th day of October 1997.
