A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA,
IN SUPPORT OF THE APPLICATION TO ACHIEVE DESIGNATION
AS AN AMERICAN HERITAGE RIVER FOR THE SAN DIEGUlTO RIVER
WHEREAS, the President of the United States conceived the American Heritage
River Initiative, with the declared objective as the preservation or restoration of natural
resoumes, the river environment, historic, scenic, and cultural resources; and
WHEREAS, this initiative does not create a new regulatory agency, nor will the
initiative interfere with matters of state, local, or tribal government jurisdiction. The federal
role is only to support community-based efforts to encourage agencies at every level to
cooperate in this effort; and
WHEREAS, the San Dieguito River Park is a joint powers authority (JPA) formed to
create a 55 mile park that spans from the ocean at Del Mar to the mountains north of
Julian, with the goal to preserve, protect, and provide interpretive services for the natural
and cultural resources of this unique river valley. There are 14 functional areas and
visitors are taught the history of the area as well as how the watershed created the
different habitats and fragile ecosystems; and
WHEREAS, the park is a place where visitors can hike, bike, camp, and experience
nature. These human activities are carefully structured to protect the wildlife and
wilderness preserves of the River Park; and
WHEREAS, the American Heritage River status provides a high level of identity and
prestige for designated rivers. This recognition program is in keeping with the established
goals of the San Dieguito River Valley Regional Open Space Park; and
WHEREAS, the Poway City Council gives its enduring support for the nomination of
the San Dieguito River and its beautiful river valleys as the American Heritage River
Initiative Candidate to preserve the San Dieguito River's historic and cultural heritage, its
unique and sensitive environment, and the unity of the river and its communities.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Poway
hereby supports the nomination of the San Dieguito River to receive the designation as an
American Heritage River so deemed by the President of the United States.

California, at a regular meeting thereof this 10th day of February, 1998.
