A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
AMENDING SPECIFIC PLAN 93-01
TO MODIFY THE DEVELOPMENT STANDARDS
SPECIFIC PLAN AMENDMENT (SPA 93-01A)
WHEREAS, Chapter 17.47 (Specific Plan Regulations) of Title 17 (Zoning
Development Code) of the Poway Municipal Code provides the requirements for the
initiation, preparation and adoption of specific plans in accordance with Section 65450, et
seq. of the California Government Code (Article 8, Specific Plan); and
WHEREAS, the City Council has considered the proposal to amend the
development standards for the Pomerado Road/Stowe Drive Specific Plan 93-01; and
WHEREAS, the City Council held a propedy noticed hearing to accept public input
concerning the proposed change.
WHEREAS, the text of the current specific plan has been proposed to be amended
as follows:
3.3 Desi_on Standards
The purpose and intent of the Design and Development Standards is to provide guidance
to potential developers and investors for private development of the specific plan area.
Site Design
The entire specific plan area may be developed as one integrated project.
Site design should incorporate the creative use of public or private streets, open space,
sidewalks, slopes and retaining walls. Design features, such as individualized unit
entrances and well defined front yards with common landscape and hardscape, will create
a cohesive neighborhood effect. Private rear and side yards will afford the residents
privacy and individuality. Common open space slope planting will additionally link the
development both internally and peripherally.
If the development includes detached dwelling units, the minimum building separation for
those units shall be eight feet. The setback along the north property line shall be a
minimum of 20 feet provided that the proposed buildings are no higher than 30 feet.
Fenced patio areas for dwelling units adjacent to these setbacks may be located within the
setback.

Building front setbacks from private streets within the interior of the property shall be a
minimum of 8 feet as measured from the curb line or back of sidewalk. Front loaded
garages shall have a setback of 5 feet or 18 feet as measured from the curb line or back
of sidewalk. Side yard setbacks adjacent to a private street or sidewalk shall be a
minimum of 8 feet. Rear yard setbacks shall conform to Figure A of the City of Poway
Grading Ordinance (Chapter 16.50) excluding note number 1 that "property line setbacks
shall also comply with the minimums in the zoning code".
Architectural Design
Development in the project area shall reflect the Craftsman Big Stone style and shall
contain architectural features and elements which presently exist in the Old Pomerado
Road area, e.g. the cobblestone and timber construction of the Big Stone Lodge, the Bait
N' Tackle Shop and others in the vicinity. Although multi-family complexes, such as built
today, did not exist at the turn of the century, multi-unit housing was available in boarding
houses and hotels.
As authenticity of style is the goal, architects and builders will incorporate the design
vocabulary of the Craftsman Big Stone style to reflect the unique qualities of this project
site. Interpretations of the vocabulary of the style will be "traditional". The basic design
elements of scale, proportion, context and color shall be carried through. Architecture of
simple forms and reference that blends with the environment will be in keeping with the
spirit of the Specific Plan area.

Noise Attenuation
A solid masonry wall of sufficient height to mitigate traffic noise from Pomerado Road shall
be installed along the east property line for the full length of Pomerado Road. If allowed
by the noise study, units along the south, west and north property lines shall have at the
top of the perimeter slope at the rear yards a 2 foot high wrought iron fence on top of a 3
foot high masonry wall with intermediate 5 foot high masonry pilasters. Otherwise, a solid
masonry wall shall be built along the west boundary adjacent to the Big Stone Lodge. All
walls shall reflect the craftsman theme of the area and be compatible with sound
attenuation walls used elsewhere along Pomerado Road.
A solid wall will not be required along the south side and at the southwest corner of the
project above the riparian areas.

Recreation Facilities
Recreational facilities shall include a children's play area and a parklike area with benches,
picnic tables and barbecue.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Poway
hereby approves Specific Plan Amendment 93-01A.
APPROVED and ADOPTED by the City Council of the City of Poway, State of
California, this 3rd day of March, 1998.
