Res 98-032RESOLUTION NO. 98-032 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA SUPPORTING INDIAN NATION SOVEREIGNTY FOR ALL OF THE INDIAN NATIONS OF CALIFORNIA WHEREAS, the City Council supports the sovereignty of Indian nations, governmental integrity, and ability to attain a compact that represents a true and fair negotiation between the tribes and the state; and WHEREAS, the Governor proposes that the 100-plus California Indian tribes sign an agreement identical to the Pala compact or face closure of their gaming activities by the United States Justice Department; and WHEREAS, this proposed compact was negotiated with no representation by any other California tribes; and WHEREAS, the proposed compact will impinge on Indian nation sovereignty and impacts economic well-being; and WHEREAS, through the advent of gaming the Indian nations have succeeded in lowering welfare dependency and joblessness on Indian reservations, and created employment for residents in neighboring communities; and WHEREAS, this proposed compact will adversely impact 4,000 Tribal gaming jobs in San Diego County, and thousands more across the state and will compromise the choice of Tribal gaming customers, the hard-working employees, and the thousands of contractors and companies which provide support services to the Indian nations. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Poway hereby affirms their support of the sovereignty of the Indian nations and their ability to have representatives in direct negotiations with the state about matters that concern them.
