A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA OPPOSING
GENERAL PLAN AMENDMENTS WHICH WOULD ALLOW
ADDITIONAL RESIDENTIAL DEVELOPMENT
IN THE 1-15 CORRIDOR
WHEREAS, adequate infrastructure for public services is an essential component of a
high quality of life for the people of a region; and
WHEREAS, one of the most important elements in the enjoyment of a high quality of life
is the ability to move about freely and the absence of adequate roads directly and indirectly has a
negative impact on all of our citizens; and
WHEREAS, the SANDAG Regional Transportation Plan 1996-2020 indicates that "the
region's highest forecast traffic volumes are predicted to occur along the North San Diego City
portions of I-5 and 1-15" and that "forecast traffic volumes are at the upper limits of even the
most heavily congested freeways in the Los Angeles area"; and
WHEREAS, traffic on some segments of the 1-15 is already 22% over capacity on
weekdays according to 1995 CalTrans data; and
WHEREAS, there is no trolley or commuter rail service and the limited bus service does
not provide an adequate alternative to automobile travel; and
WHEREAS, I-15 is not only the primary passenger and commuting route for its
surrounding communities, including southern Riverside County, it is also a major goods
movement corridor which is vital to the economic health of the entire region.
NOW THEREFORE, the City Council of the City of Poway does hereby resolve that no
general plan amendments which would allow additional residential development or additional
residential density should be approved until a concrete plan for congestion management and
mass transit for the 1-15 corridor is in place.
APPROVED and ADOPTED by the City Council of the City of Poway, State of
California, this 21st day of April 1998.
