Res 98-048RESOLUTION NO. 98-048 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA INITIATING GENERAL PLAN AMENDMENT 98-01 WHEREAS, the City Council of the City of Poway recognizes that the need may arise to amend the City's General Plan; and WHEREAS, Section 65350, et seq. of the California Government Code describes the procedures for amending General Plans; and WHEREAS, Section 17.46.020B of the Poway Municipal Code (Zoning Ordinance) provides that a change in the boundaries of any zone or a change in regulations may be initiated by resolution of the City Council; and WHEREAS, General Plan Amendment 98-01 contains applications that propose to modify existing zoning boundaries and regulations noted below. In 1996, the City redesignated the parcel located on the southeast comer of Community Road and Hilleary Place from Community Commercial to Town Center as part of the implementation of the Poway Road Specific Plan. Immediately to the east of the Poway Retail Plaza are three adjoining parcels; the 0.44 acre site formally occupied by Payless Shoes, the 15.84 acre WalMart parcel and the 0.65 acre parcel located on the south west comer of Hilleary Place and Midland Road. The old Post Office building is located on the corner site. Similar to the Poway Retail Plaza, none of the subject parcels face Poway Road, would directly benefit from streetscape and pedestrian improvement on Poway Road or have strong links to the Town Center district. This application proposes the redesignation of the former Payless Shoes, WalMart and the former Post Office parcels from Town Center (TC) to Commercial General (CG). GPA/ZC 98-01C In association with the City's Subarea Habitat Conservation Plan, a number of parcels have been acquired in Poway by both private and public entities for mitigation land. Most of this land is currently designated rural residential. Many of the parcels are located around the Blue Sky Ranch Ecological Reserve and Lake Poway. In accordance with the requirements of the City's Subarea Plan and to ensure that these parcels remain in their natural state, it is appropriate that they be redesignated to Open Space - Resource Management (OS- RM). This application requests to redesignate these parcels accordingly. Resolution No. 98-048 Page 2 GPA 98-01D Last fall the City Council adopted a Pedestrian and Bicycle Trail Linkage Study. The purpose of the study was to identify future links which could connect existing trails, residential areas, and major activity area in the City. The goal was to promote bicycle and pedestrian traffic thereby reducing the amount of local vehicle traffic in the City per day. This application proposes to incorporate into the Transportation Element of the General Plan the linkages suggested by the Study. This will ensure that with future development that these trail linkages will be incorporated into the design of these projects. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Poway by adoption of this resolution, does hereby initiate General Plan Amendment 98-01 and associated changes to the zoning boundaries, as identified above.
