a RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
AMENDING THE POWAY ROAD SPECIFIC PLAN
(SPA 95-01A)
WHEREAS, Chapter 17.47 (Specific Plan Regulations) of the Poway Municipal
Code (Zoning Development Code) provides for the preparation and adoption of specific
plans in accordance with Section 65450, et seq., of the California Government Code
(Article 8, Specific Plans); and
WHEREAS, The City Council of the City of Poway adopted the Poway Road
Specific Plan (SP 95-01) in May of 1996; and
WHEREAS, the Automotive and Commercial General district at the east end of
Poway Road includes several automobile dealerships which may be remodeled within
the next few years and vacant land where new dealerships may be proposed; and
WHEREAS, automobile dealerships require buildings with substantial glass
areas to display the vehicles and large outdoor display areas in front of the building;
and
WHEREAS, these requirements are difficult to combine with the design
standards established in the Specific Plan; and
WHEREAS, on June 16, 1998 the City Council held a properly noticed public
hearing in accordance with the California Government Code to consider an amendment
to the design standards for automobile dealerships in the Poway Road Specific Plan;
and
WHEREAS, this proposed amendment to the Poway Road design standards are
not subject to CEQA.
NOW, THEREFORE, the City Council of the City of Poway does hereby amend
pages 67 and 68 of the Poway Road Specific Plan (SP 95-01 ) as follows:
ARCHITECTURAL GUIDELINES
Development within the Automotive and General Commercial District shall be in
the California barn-ranch style and incorporate elements from the architectural
vernacular matrix for that district as shown in Figures 9, 10 and 11. Automobile
dealerships may be in a simpler, more neutral, style as long as they are
constructed primarily of materials complementary to the California barn-ranch
style (such as stucco, board and batten siding, wood clapboards, patterned or
plain wood shakes, washed river rock and brick) and as long as the design
theme is incorporated into the project in other ways such as lighting or fencing.

IMPROVEMENTS WITHIN THE PUBLIC RIGHT-OF-WAY
· Sidewalks shall be five feet (5') wide and curb adjacent.
· The center median shall be planted with turf or Iow growing ground cover
and American Sweet Gums (Liquidamber styraciflua).
· Shelters and benches to city standard shall be provided for all bus
shelters.
Residential areas abutting Poway Road should be protected from noise
impacts by the installation of eight foot (8') high slump block walls with
street names pressed into the corner return at intersections.
APPROVED and ADOPTED by the City Council of the City of Poway, State of
