A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY,
CALIFORNIA, OPPOSING THE ESTABLISHMENT OF A JUVENILE DETENTION
FACILITY IN SAN PASQUAL VALLEY
WHEREAS, the City of Poway is a member of the San Dieguito River Park Joint
Powers Authority; and
WHEREAS, there is a proposal to create a juvenile justice complex located at the
former Seventh-day Adventist Academy on 238 acres located in the San Pasqual Valley.
The proposed site is located within the boundaries of the San Dieguito River Park
Focused Planning Area in San Pasqual Valley; and
WHEREAS, the proposed construction of a juvenile detention facility would
ultimately accommodate over 1,200 people including detainees, juveniles in counseling
programs, probation staff, and court personnel. The density of the facility would diminish
the quality of life on the family farms and would be in conflict with the agricultural
preserves established in the valley; and
WHEREAS, the intensity of the juvenile detention facility land use is not compatible
with the agrarian nature of the valley, and the County of San Diego should explore
alternative sites for a juvenile detention facility.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Poway,
California, does hereby oppose plans by the County of San Diego to establish a juvenile
detention facility in the San Pasqual Valley.
PASSED, ADOPTED, AND APPROVED by the City Council of the City of Poway,
California, at a regular meeting thereof this 20th day of April 1999.
