A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
AMENDING THE LAND USE ELEMENT OF
THE GENERAL PLAN OF THE CITY OF POWAY
GENERAL PLAN (GPA 99-01C)
WHEREAS, the City Council of the City of Poway recognizes that the need may
arise to amend the City's General Plan; and
WHEREAS, Section 65350, et seq., of the California Government Code describes
the procedures for amending General Plans; and
WHEREAS, Dick Bobertz, Executive Director of the San Dieguito Regional Open
Space Park has initiated a General Plan Amendment, GPA 99-01C, for a modification of
land use on a 7-pamel, 78.4-acre site (APN 272-150-06, 11, 12, 30, 33, 34 & 37) located
along the easterly terminus of Sycamore Creek Road; and
WHEREAS, the application proposes a change in land use from Rural ResidentiaI-A
to Open Space-Resource Management; and
WHEREAS, the City of Poway held a propedy noticed public headng in accordance
with the California Government Code and the California Environmental Quality Act to
consider that request; and
WHEREAS, the City Council finds that proposed General Plan Amendment 99-01C
will not have significant adverse impact on the environment and hereby issues a Negative
Declaration; and
WHEREAS, the City Council further finds that the proposed General Plan
amendment would result in a land use designation that is compatible and consistent with
open space preservation goals of the San Dieguito Regional Open Space Park and other
City open space parks; and
WHEREAS, to ensure land use compatibility with the surrounding residents and
prior to the approval of any development application by the San Dieguito Regional Open
Space Park, a specific plan shall be prepared and approved that will preclude camping
within the subject area.
NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby amend
the City of Poway General Plan Land Use Map of the Land Use Element for the above
described property from Rural Residential-A to Open Space-Resource Management.
