A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
APPROVING AN AMENDMENT TO THE
SOUTH POWAY SPECIFIC PLAN,
SPECIFIC PLAN AMENDMENT (SPA 84-01RR)
WHEREAS, Chapter 17.47 (Specific Plan Regulations) of Title 17 (Zoning
Development Code) of the Poway Municipal Code provides the requirements for the
initiation, preparation and adoption of specific plans in accordance with Section 65450, et
seq. of the California Government Code (Article 8, Specific Plan); and
WHEREAS, Section 17.47.020.C (Initiation) of the Zoning Development Code
provides that the City Council may initiate the preparation of, or amendment to, a specific
plan on property by resolution; and
WHEREAS, the sign criteria for commercial single tenant and multi-tenant buildings
as required by the South Poway Specific Plan Development Standards may present
unintended difficulties for businesses in obtaining adequate signage; and
WHEREAS, the specific plan amendment is proposed to amend the South Poway
Commercial Sign Regulations.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Poway
hereby approves Specific Plan Amendment (SPA 84-01RR) in accordance with the
provisions of the Poway Zoning Development Code as follows:
Section 1 - Environmental Findings:
The Poway City Council finds that Specific Plan Amendment (SPA) 84-01RR,
amending Section IV of Volume 2, Development Standards, of the South Poway Specific
Plan relating to signage, is exempt from the California Environmental Quality Act pursuant
to Section 15061 (b)(3) in that there is no possibility that the amendment could have an
adverse effect on the environment because the amendment will make the signage
regulations within the South Poway Specific Plan area consistent with the signage
regulations in the rest of the City.
Section 2 - Findings:
The South Poway Specific Plan, Volume 2, Development Standards, is amended
as follows:

Section IV (E) 4 (a) (2) (a) pertaining to wall signage is amended to read as follows:
a) Maximum Number: One (1) per street frontage, up to three (3) maximum.
B. Section IV (E) 4 (a) (2) (b) pertaining to wall signage is amended to read as follows:
b) Maximum Sign Area: Fifteen (15) percent of building face up to 150 square feet.
C. Section IV (E) 4 (a) (2) (c) pertaining to wall signage is amended to read as follows:
c) Maximum Height: Not to project above the roofline.

Section IV (E) 4 (a) (3) (a) pertaining to freestanding signs is amended to read as
follows:
a) Maximum Number: One (1) per street frontage, not to exceed three (3) per
center.
E. Section IV (E) 4 (a) (1) (b) pertaining to freestanding signs is amended as follows:
b) All freestanding signs may list the name of the center, the names of businesses
in the center, and/or a brief description of businesses in the center, but may not
include advertising copy or other information such as telephone numbers or
hours of operation. All copy on freestanding signs shall be in letters/numerals
at least six inches in height.

The following pertaining to nationally known tenants shall be added to Section IV
(E) 4 as:
c) Nationally Known Tenants:
Any franchise, national, or regional chain store operating at least five stores
under the same trade name, with a registered logo/trademark, may display their
letter style and logo color of their identification on wall and freestanding signs.
APPROVED and ADOPTED by the City Council of the City of Poway, State of
California, this 15th day of February, 2000.
