Res 00-017RESOLUTION NO. 00-017 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA FINDING THAT THE EXPENDITURE OF FUNDS TO CONDUCT AN INCOME SURVEY FOR PROPERTY LOCATED OUTSIDE THE PROJECT AREA BENEFITS THE REDEVELOPMENT PROJECT WHEREAS, the Poway Redevelopment Agency (the "Agency") is a community redevelopment agency organized and existing under the Community Redevelopment Law, Health and Safety Code Section 33000, et seq; and WHEREAS, not less than 20 percent of all tax increment allocated to the Agency must be placed in a fund (the "Housing Fund") and used for the purpose of increasing, improving and preserving the community's supply of Iow- and moderate-income housing available at affordable housing cost to persons and families of very-low, Iow and moderate incomes; and WHEREAS, Section 33334.2(g) of the California Health and Safety Code provides that the Agency may expend Housing Fund monies outside the Paguay Redevelopment Project Area (the "Project Area") upon resolution of the Agency and the City Council that the use will be of benefit to the Redevelopment Project; and WHEREAS, in order to carry out and implement the Redevelopment Plan (the "Plan") for the Project Area and the affordable housing requirements thereof, the Agency desires to appropriate Housing Fund monies to conduct an income survey of two multi- family neighborhoods, along Oak Knoll Road and Community Road, portions of which are located outside of the Project Area; and WHEREAS, through the adoption of Resolution 93-071, on May 25, 1993, the City Council made general findings that the use of Housing Fund monies to increase, improve and preserve the community's supply of Iow- and moderate-income housing located outside the Redevelopment Project Area benefits the Redevelopment Project; and WHEREAS, the income survey will establish the eligibility of the subject neighborhoods to receive federal grant funding for neighborhood improvement projects, and the survey will benefit the Project Area in that the subject multi-family neighborhoods adjoin the Project Area and provide housing for employees working within the Project Area and the prevention of neighborhood deterioration is critical because the adverse impacts of deterioration tend to expand and affect the economic and social health of nearby commercial and residential properties located within the Project Area; and WHEREAS, the proposed income survey is consistent with the Agency's Comprehensive Affordable Housing Strategy, which lists preservation of the community's supply of rental housing stock as a pdmary goal, and with the AB 1290 Redevelopment Resolution No. 00-017 Page 2 and Housing Implementation Plan, as updated on June zg, 1999, which lists the preservation of the community's supply of rental housing stock as one of the activities that the Agency will assist with Housing Fund monies in the period from July 1, 1999 to July 30, 2004. NOW, THEREFORE, the City Council of the City of Poway does resolve as follows: Section 1. The City Council hereby finds that the foregoing statements are true and correct, and incorporated herein. Section 2. The City Council hereby finds that the expenditure of monies from the Housing Fund for completion of an income survey, is of benefit to the Project Area for the reasons set forth above.
