A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
APPROVING AN AMENDMENT TO THE
SOUTH POWAY SPECIFIC PLAN TO
MODIFY THE COMPACT PARKING STANDARD
SPECIFIC PLAN AMENDMENT (SPA 84-01W)
WHEREAS, Chapter 17.47 (Specific Plan Regulations) of Title 17 (Zoning
Development Code) of the Poway Municipal Code provides the requirements for the
initiation, preparation and adoption of specific plans in accordance with Section 65450, et
seq. of the California Government Code (Article 8, Specific Plan); and
WHEREAS, Section 17.47.020.C (Initiation) of the Zoning Development Code
provides that the City Council may initiate the preparation of, or amendment to, a specific
plan on property by resolution; and
WHEREAS, on August 29, 2000, the City Council initiated this amendment to the
South Poway Specific Plan; and
WHEREAS, on October 17, 2000, the City Council held a duly advertised public
headng, considered all recommendations by staff and public testimony and continued the
public hearing to October 31, 2000 to allow staff to bring back a revised resolution; and
WHEREAS, on October 31, 2000, the City Council held a duly advertised public
hearing, considered all recommendations by staff and public testimony; and
WHEREAS, this specific plan amendment is proposed to rescind the compact
parking space standard for the Light Industrial, Light Industrial with outdoor storage and
Industrial Park land use designations of the South Poway Specific Plan.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Poway
hereby approves Specific Plan Amendment (SPA 84-01W) in accordance with the
provisions of the Poway Zoning Development Code as follows:
Section 1: The City Council of the City of Poway finds that this project is exempt from
the provisions of the California Environmental Quality Act pursuant to Section 15061(b)(3)
because it only entails a change in parking space size, will not result in an intensification
or change of use on any of the properties, and will not have a significant effect on the
environment.
Section 2: Chapter 3, Section IV, Subsection C, subdivision 4 of the South Poway
Specific Plan Development Standards is hereby amended to read as follows:

In the LI and LI/S areas a maximum of twenty percent of the total number of
required parking spaces and in the IP areas a maximum of thirty percent of
the total number of required parking spaces may be compact in size, with a
minimum width of eight feet and a minimum length of fifteen feet (8' X 15').
Forty percent parking spaces that are provided in addition to the required
parking in the LI, LI/S or IP areas may also be compact in size. The
remaining parking spaces provided shall be standard in size, with a minimum
width of eight and a half feet and a minimum length of eighteen and a half
feet (8 ~' X 18 ~' ). Disabled parking shall be provided as required by the
Americans with Disabilities Act of 1990, as well as Title 24 of the California
Code of Regulations, and as otherwise specified in the Poway Municipal
Code. Should the use of compact spaces in these zones create any on-
street parking problems, the standard for such spaces may be amended at
the direction of the City Council.
Section 3: The City Council finds that Development Review Permit 00-20 for APN 317-
280-54 located on Poway Center Drive (Tiscor) shall be considered "pipelined" in that the
compact parking standards in effect prior to adoption of this amendment, allowing up to
40% of the required parking spaces to be compact, shall be available to the applicant in
the design of this project.
PASSED, APPROVED AND ADOPTED by the City Council of the City of Poway,
State of California, at a regular meeting this 31st day of October 2000.
