A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA,
AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT FOR THE
EXCHANGE OF FIREFIGHTER/PARAMEDIC PERSONNEL WITH THE SAN DIEGO
FIRE DEPARTMENT
WHEREAS, the San Diego Fire Department has instituted a paramedic program
wherein certain engine companies have a firefighter/paramedic assigned as a member
of the crew; and
WHEREAS, prior to 1997, these engines were designated as Paramedic
Assessment Units and allowed the San Diego Fire Department to assess patients and
begin Advanced Life Support patient care prior to the arrival of and transport by an
ambulance service, keeping the San Diego Fire Department engine company available
for the next call; and
WHEREAS, a previous agreement between San Diego and Poway allowed the
added dimension of ambulance company experience for San Diego firefighter/
paramedics and assessment unit experience for Poway firefighter/paramedics, and
WHEREAS, in 1997, San Diego Medical Services Enterprises, on behalf of the
City of San Diego, began transporting patients; and
WHEREAS, the Poway Fire Chief recommends execution of this agreement and
intends it to be a voluntary program for Poway firefighting personnel; and
WHEREAS, this City Council desires at this time and deems it to be in the best
public interest to approve the agreement with the San Diego Fire Department for a
Firefighter/Paramedic Training Agreement to expose both Poway and San Diego
firefighter/paramedics to additional training, operations, and Advanced Life Support
programs in order to gain the knowledge to work better as a team and to continue to
improve service to Poway and San Diego residents.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway
as follows: that the City Manager be and is hereby authorized and empowered to
execute, for and on behalf of said City, an agreement with the City of San Diego, for the
exchange of firefighter/paramedic personnel, under the terms and conditions set forth in
the Agreement, on file in the Office of the City Clerk, and together with any reasonably
necessary modifications or amendments thereto which do not increase project scope or
cost and which the City Manager shall deem necessary from time to time in order to
carry out the purposes and intent of this project and agreement.
