Stop and stop ahead signs and legends were installed on April 4, 1996. Temporary supplemental signs were also installed to emphasize the changes. On April 9, 1996, the Traffic Safety Committee concluded that sign visibility, with a 48-inch stop sign, and advance notification are adequate, flashing lights should not be installed at this time, and that the intersection should be monitored for accidents. Robinson, Traffic Engineer ~#~ June 4, 1996 Review of All Way Stop Controls at the Intersection of Metate Lane and Carriage Road On March 19, 1996, City Council approved installation of all-way stop controls at Metate Lane and Carriage Road and requested the Traffic Safety Committee review advance notification for the stop controls to ensure visibility and safety. FINDINGS Stop and stop ahead signs with applicable legends were installed on Metate on April 4, 1996. Temporary supplemental signs were installed with the new stop controls to emphasize the changes. On April 9 the Traffic Safety Committee reviewed the intersection to ensure proper sign visibility and to identify other actions which could be taken to inform drivers of possible stopped cars at the bottom of the hill. In the review, it was recommended that the oversize 36-inch stop sign be replaced with a 48-inch sign. It was noted that traffic appears to be adjusting safely to the new conditions. The TSC concluded that visibility of all signs is adequate for both daytime and nighttime conditions. The hill easterly of the intersection limits visibility of stopped cars in the westbound direction. Except for reconstruction to reduce the slope of the hill, no other improvements could be provided to improve visibility of cars stopped at the intersection. The TSC recommended that the intersection be monitored to ensure that a pattern of sight visibility-related accidents does not develop. Installation of flashing lights was considered. When used at stop locations, they are generally installed on the stop sign poles. An example of flashers used at stop signs can be seen at the intersection of Martincoit Road and Rostrata Road. Because there are residences on two corners of Metate and Carriage, flashers were not installed at this time. If evidence develops that additional notification is needed, red flashing lights can be considered for installation at either the stop ahead sign or at the stop sign. They are not recommended at this time because of the negative effects previously mentioned. Supplemental signs such as "prepare to stop" could be installed, if needed. This intersection will be added to the all way stop locations which are reviewed annually for safety by the TSC. ENVIRONMENTAL REVIEW This action is not subject to CEQA review.
