ABSTRACT
On May 20, 1996, the City received a letter from Bruce Kravitz, Vice President of Poway Lacrosse Booster
Club, requesting a donation ofS 1 ,000 for a trip to the 1996 State of California Championship Tournament.
In light of the limited funds available for the Community Contributions Program, staff recommends a
donation of$350,
ENVIRONMENTAL REVIEW
Environmental review is not required for this agenda item according to California Environmental Quality
Act guidelines.
FISCAL IMPACT
As part of the budget process for Fiscal Year 1995-96, $5,000 was appropriated from the General Fund for
community contributions; $450 is available for the program for the remainder of the fiscal year,

Bruce Kravitz, Vice President of the Poway Lacrosse Booster Club, was provided a copy of the staff report.
RECOMMENDATION
It is recommended that the City Council approve a $350 community contribution for the Poway High
School Lacrosse Booster Club trip to the State of California Championship Tournament,

Evaluation of a Community Contributions Request from the Poway
Lacrosse Booster Club
BACKGROUND
On May 20, 1996, the City received a letter from Bruce Kravitz, Vice President of Po way
Lacrosse Booster Club, requesting a donation of $1,000 for a trip to the 1996 State of California
Lacrosse Championship Tournament. Last fiscal year, the City Council supported the Poway
Lacrosse Club's St. Patrick's Day Tournament trip with a contribution of$I,ooo.
FINDINGS
The Poway Lacrosse Club was invited to represent California at a prestigious St. Patrick's Day
tournament in Long Island, New York for the second year in a row. Additionally, the Club will
represent the San Diego County Lacrosse Association (SDCLA) at the State of California
Championship Tournament in Ojai on Memorial Day.
The Poway Lacrosse Club has I demonstrated record of academic and athletic success.
Playing under club status, the Lacrosse team receives no funding from Poway High School.
The Poway Lacrosse Booster Club is comprised of team parents who assist the team financially
and coordinate numerous team fundraising efforts,

Last fiscal year, the City Council supported the St. Patrick's Day Tournament trip with a
contribution of $1,000. The Poway Lacrosse Booster Club is again requesting a donation of
$1,000 for a trip to the State ofCalifomia Lacrosse Championship Tournament. The
Community Contributions Policy for Educational and Nonprofit Programs is provided in
Attachment B. The City grant program was designed to assist school activities and educational
programs on a one-time basis, The Community Contributions Policy does not provide funding
for on-going programs or continuous funding for groups. However, in past practice the City of
Poway has provided funding to an organization in consecutive years, Because there are
available funds in the Community Contributions Program and there is less than one month
remaining in the fiscal year, staff is recommending a donation of $350 for the Poway Lacrosse
Booster Club.

Nothing breeds success like success! You have beard about Poway High Lacrosse's mostly
successful campaigns over the past eight years, as one of 12 high school members of the San Diego

High Lacrosse won the 1996 San Diego County. Championship, complete with most valuable
tournament player (MVP) award, and as a result, will represent the SDCLA in the State of
California Championship Tournament in Ojai on Memorial day. That says something about the
caliber of our kids and our Lacrosse program, One key to continued success is seeking out new
challenges. Because of its reputation, Poway High Lacrosse was invited for a second year in a row
to represent California at a prestigious St. Patrick's Day regional tournament on Long Island, New
York, Poway High Lacrosse also came out on top, when it won the San Diego Fun in the Sun
Tournament (again with the MVP) which hosted teams in the County, State, and region, from as
far away as Colorado and Canada, That's the good news.
The somewhat troubling reality is that the Poway High Lacrosse team is a club sport, and as such,
receives no support from the school whose name it bears. The Poway Lacrosse Booster Club, made
up exclusively of team members' parents, has been fund raising to help the team's aggressive
efforts to become a nationally recognized team. National recognition will not only focus attention
on the team and its City, but also become a launching pad for college careers for many of our
youngsters. But we have fallen a bit short in our effort to fully fund this program, In that vein, the
Poway Lacrosse Booster Club is asking City Council to contribute to the Poway High Lacrosse
team's State Championship Tournament trip with a donation ofSIOOO. .
We believe that the city's help in this effort is not simply a helping hand. This is an investment in
Poway's future. We earnestly believe that Poway will be an annual stop on all major college
lacrosse programs' scouting trips. We already have a number of All AmericanS from former
Poway lacrosse teams. We know that after college, many of our graduates will return home to be
more positive contributors to our community. It is with this in mind that, in our children's names
we ask for your help.

CO~UN!TY CONTRIBUTIONS POLICY FOR EDUCATIONAL
AND NON PROFIT PROGRAMS
I. PiTRPOSE
The purpose of this policy is to establish a formal procedure for
allocating funds to co~~unity groups requesting contributions
from the City of poway for educational or non profit programs.
II. ELIGIBILITY
City contributions shall be considered for one-time educational
or non profit programs which benefit and involve poway residents.
Reoccurring educational or non profit programs shall not be
eligible to receive funding. All funding requests must meet one
of the follOwing criteria.
A. School activity or educational program for school
groups.
B. Printing of non profit or educational materials to be
distributed to poway residents.
C. Non profit community oriented programs or events.
III. PROCEDURE
A. Annually, the City Council shall appropriate Community
contribution funds for educational and non profit
programs in an amount to be determined through the
budget process.
B. Fundinq requests for educational or non profit programs
shall be presented to the City Council in writing.
Funding requests may be presented to the City Council
throughout each fiscal year.
C. Within a thirty day (30) period, staff shall prepare an
evaluation of each funding request presented to the
City Council.
D. The City Council shall review funding requests on a
case-by-case basis and determine the amount granted for
those requests based upon funds remaininq for Community
Contributions. Community Contributions shall be
available until all Community Contribution funds have
been allocated. .

E. Community Contributions may be alloca~ed by the City
Council in the form of a dona~ion or loan. Loans must
be either repaid in full to the City within a specified
period of time or repaid through a specified amount of
community service hours.
F. Payment for approved contributions shall be based upon
the ti~inq of the educational or non profit program
expenditures.
