A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
AMENDING THE TRANSPORTATION ELEMENT OF
THE CITY OF POWAY GENERAL PLAN
PERTAINING TO SYCAMORE CANYON ROAD
(GPA 01-01A)
WHEREAS, the City Council of the City of Poway recognizes that the need may
arise to amend the City's General Plan; and
WHEREAS, Section 65350, et seq., of the California Government Code describes
the procedures for amending General Plans; and
WHEREAS, the City of Poway has initiated a General Plan Amendment, GPA
01-0 lA, an amendment to the Transportation Element of the Poway General Plan deleting
the alignment of Sycamore Canyon Road between Poway Road and Garden Road from
the Transportation Element of the Poway General Plan and reclassifying the existing
section of Sycamore Canyon Road between Garden Road and Scripps Poway Parkway
from a Major Arterial to a Local Collector; and
NOW, THEREFORE, the City Council does hereby resolve as follows:
Section 1: The City Council has considered the Environmental Initial Study (ELS) and
Negative Declaration (ND), for General Plan Amendment 01-01A and public comments
received on the ElS and ND. The subject ElS and ND documentation are fully incorporated
herein by this reference. The City Council finds, on the basis of the whole record before it,
that there is no substantial evidence the project will have a significant impact on the
environment. The City Council hereby approves the Negative Declaration.
Section 2: The application proposes General Plan Amendment, GPA 01-01A, an
Amendment to the Transportation Element of the Poway General Plan deleting the
alignment of Sycamore Canyon Road between Poway Road and Garden Road from the
Transportation Element of the Poway General Plan and reclassifying the existing section of
Sycamore Canyon Road between Garden Road and Scripps Poway Parkway from a Major
Arterial to a Local Collector; and
WHEREAS, the City of Poway held a properly noticed public hearing in accordance
with the California Government Code and the California Environmental Quality Act to
consider that request; and
WHEREAS, the City Council further finds that the proposed General Plan
amendment would result in a Transportation Element is compatible and consistent with the
Regional Transportation Plan.

Section 3, The Transportation Element of the Poway General Plan is hereby
amended as follows:
Table V-l, Transportation Element Roadways Master Plan deleting the alignment of
Sycamore Canyon Road between Poway Road and Garden Road and reclassifying the
existing section of Sycamore Canyon Road located between Garden Road and Scripps
Poway Parkway from a Major Arterial to a Local Collector; and that the Goal VI Policy A -
Streets, Strategy 4 be amended to reflect the following change:
4. Prepare traffic engineering and/or studies for the upgrade of:
· Espola Road;
· Poway Grade between Espola Road and SR 67 (should occur after completion
of the Scripps Poway Parkway in order to consider the need for the upgrade to
state route status);
· Twin Peaks Road between Community Road and SR-56;
· Community Road between Aubrey and Hilleary;
· Poway Road west of Pomerado Road.
PASSED, APPROVED AND ADOPTED by the City Council of the City of Poway,
State of California, at a regular meeting this 19th day of June 2001.
