A RESOLUTION OF THE CITY COUNCIL
OF THE CITY Of POWAY, CALIFORNIA
AMENDING THE SOUTH POWAY SPECIFIC PLAN
(SPA 84-01QQ)
WHEREAS, the City Council of the City of Poway recognizes that the need may
arise to amend the City's General Plan; and
WHEREAS, Section 65350, et seq., of the California Government Code describes
the procedures for amending General Plans; and
WHEREAS, the City of Poway has initiated a Specific Plan Amendment: SPA 84-
01QQ to the South Poway Specific Plan to Allow Revision to the Designations and
Distribution of Land Uses in the Light Industrial and Industrial Park Land Use Designations
within the South Poway Planned Community; and
NOW, THEREFORE, the City Council does hereby resolve as follows:
Section 1: The City Council has considered the Environmental Initial Study (ELS) and
Negative Declaration (ND), Specific Plan Amendment 84-01QQ and public comments
received on the ElS and ND. The subject ElS and ND documentation are fully
incorporated herein by this reference. The City Council finds, on the basis of the whole
record before it, that there is no substantial evidence the project will have a significant
impact on the environment. The City Council hereby approves the Negative Declaration.
Section 2: The application proposes Specific Plan Amendment 84-01QQ to the South
'Poway Specific Plan to allow revision to the designations and distribution of land uses in
the Light Industrial and Industrial Park land use designations within the South Poway
Planned Community; and
Section 3: The City contracted a traffic consultant to review existing and proposed
developments inside and surrounding the South Poway Planned Community, in
conjunction with adopted SANDAG 2020 regional growth and traffic forecasts, to determine
the potential unused number of vehicle trips in Scripps Poway Parkway necessary to
accommodate anticipated revisions and redesignation of land uses in the South Poway
Planned Community. The analysis concluded there are approximately 17,000 available
average daily trips on Scripps Poway Parkway, or 143 acres available for revision or
redistribution. Those choosing to switch from LI to IP may be subject to mitigation
requirements that could include payment of traffic mitigation fees and imposition of a traffic
demand management (TDM) program; and

WHEREAS, the City of Poway held a properly noticed public hearing in accordance
with the California Government Code and the California Environmental Quality Act to
consider that request; and
WHEREAS, the City Council further finds that the proposed Specific Plan
Amendment would result in the ability to accommodate revisions and redesignation of Light
Industrial and Industrial Park land uses in the South Poway Planned Community.
Section 4: The South Poway Specific Plan is hereby amended to read as follows:
IV. REZONE PROCEDURES AND CHANGES IN LAND USE DESIGNATIONS
The South Poway Planned Community is zoned (PC) Planned Community. Any
change of this zoning designation will significantly impact the underlying land use
designations and may be subject to the provisions of City of Poway Proposition FF. A
change in zone must conform to the requirements outlined in the Poway Municipal
Code and considered by the City Council.
Changes in the LI and IP land use designations shall be approved by the City Council.
The Development Services Department shall maintain a current map that reflects the
land use changes. The applicant shall submit a formal application for a change in land
use designation denoting the parcel address and size, APN, existing land use
designation, proposed land use designation, justification for the proposed change, and
type and size of the proposed new business. The application must be signed by the
property owner. An application for a change in land use designation will not be
processed unless accompanied by a viable development proposal.
An application will not be processed until a traffic mitigation fee has been established
and the SPSP Development Standards have been revised.
A mitigation bank consisting of 17,000 Average Daily Trips or the equivalent 143 acres
of IP designated land has been established. The 143 acres in the mitigation bank are
the maximum limit of LI designated land that could be converted to IP. The 143 acres
shall be allocated according to the Trip Generation Chart (Exhibit A) to ensure that the
conversion does not exceed a maximum of 17,000 additional average daily trips. The
Development Services Department shall maintain the mitigation bank.
