A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF POWAY, CALIFORNIA OPPOSING THE REGIONAL GOVERNMENT
EFFICIENCY COMMISSION RECOMMENDATION TO CREATE A NEW REGIONAL
GOVERNMENT IN SAN DIEGO COUNTY
WHEREAS, the City of Poway incorporated on December 1, 1980, to directly
represent our residents, maintain the quality of life within our community, and implement
land use authority to preserve "the City in the Country's" character; and
WHEREAS, the City of Poway has been actively involved in discussions and
worked closely with key decision makers regarding improved regional government in
San Diego County; and
WHEREAS, the Poway City Council has reviewed the work and recommendation
of the Regional Government Efficiency Commission (RGEC) which recommends that
the State Legislature approve legislation that would "consolidate regional land use and
transportation planning programs under one newly created umbrella agency"; and
WHEREAS, creating another layer of government will not solve the transportation
and infrastructure improvements that are needed in the San Diego region; and
WHEREAS, there is a huge gap in funding for transportation, i.e., the rail projects
identified in SANDAG's 2020 Transit Plan, including the Trolley and the Coaster, are
underfunded by at least $1.9 billion; and
WHEREAS, a new layer of government, comprised of 8 districts, would not
embrace a balance of local interests but merely district interests; and
WHEREAS, the new mega government includes no funding mechanisms for the
boardmembers' salaries, staff, or day-to-day operations to make regional improvements
to transportation or infrastructure; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Poway hereby requests the State legislature to reject the Regional Government
Efficiency Commission's recommendation and that this position be communicated to the
Governor and the State Legislature.
