It will connect Old Pomerado to the Pomerado Road/Stowe Drive intersection. The anticipated completion date of this project is June 1996. An emergency outlet at the south end of Old Pomerado Road is not feasible because of the extreme grade from Scripps Poway Parkway to Old Pomerado Road. ENVIRONMENTAL REVIEW This item is not subject to CEQA review. - FISCAL IMPACf No additional funds are needed to complete the project at this time. Bradley Kutzner, Senior Civil Engineer DATE: January 3, 1995 SUBJECT: Response to Inquiry by Antonette Auburn Regarding Old Pomerado Road Area BACKGROUND On December 6, 1994, Antonette Auburn spoke to the City Council, during Public Oral Communication, requesting information about the proposed connection of Old Pomerado Road to Stowe Drive at Pomerado Road. This project is budgeted in FY 94/95 and design will begin in January 1995. It is expected that the project will take approximately 18 months and be completed in June 1996. Ms. Auburn's interest was aroused when fires in the Old Pomerado Road area raised a question about how residents would get out during a brush fire if Old Pomerado Road were to be blocked for some reason. She raised the question about an emergency outlet from the cul-de-sac at the south end of Old Pomerado to Scripps Poway Parkway. The difference in elevation between Old Pomerado Road and Scripps Poway Parkway is 85 feet. A road installed up to Scripps Poway Parkway, west from the cul-de-sac would have grades up to 25%. This would be too steep for a practical outlet from this area. FINDINGS Stowe Drive Extension is a funded project, which will begin in January and be completed by June 1996. An emergency outlet from Old Pomerado to Scripps Poway Parkway is not feasible. ENVIRONMENTAL REVIEW This item is not subject to CEQA review.
