SUBJECT: Award of Bid for the Lake Poway Playground Project
ABSTRACT
Bids were opened at 3:00 p.m. on November 30, 1994 for the reconstruction of the Lake
poway Playground adjacent to the Pavilion.
Three bids were received with Court Concepts of San Diego being the low bidder. It is
recommended that the City Council award the Lake poway Playground Project to Court
Concepts of San Diego, California in the amount of $50,049.14.
ENVIRONMENTAL REVIEW
This project has been determined to be categorically exempt from CEQA environmental
- review requirements.
FISCAL IMPACT
The bid amount is over the amount budgeted for this phase and it is recommended that
$15,000 be reprogrammed from the poway Bridge Project. Both projects are funded with
Community Block Grant funds. The poway Bridge Project has been completed and has
sufficient funds remaining to cover the additional cost of the playground project.

SUBJECT: Award of Bid for the Lake poway Playground Project
BACKGROUND
Staff has completed a design for the renovation of the Lake poway Playground,
adjacent to the Pavilion. The project was designed in two phases in conjunction
with separate funding sources. Phase 1, this project, includes retaining walls,
sidewalks, disabled accessible playground equipment, benches and grading. All.
of these facilities are designed and will be constructed as accessible to the
disabled community. This portion of the project is funded by a Community Block
Grant. Phase 2 includes the remaining playground equipment and is funded through
the Park Land Dedication fees.
FINDINGS
Three contractors attended the pre-bid meeting on November 15, 1994 and inspected
the playground plans and site. Three contractors submitted the following bids
on November 30, 1994:
Court Concepts $50,049.14
San Diego, California 92129
Tarzian Landscape Construction $49,890.00
Carlsbad, California 92008
Edward A. Zasueta Contracting Company $54,317.00
Spring Valley, California 91976
Court Concepts was the lowest qualified bidder. Staff received positive
comments regarding their services from references they contacted. Tarzian
Landscape Construction was the lowest bidder but they did not have the specified
contractors license.
