This report was reviewed by the Traffic Safety Committee on December 13, 1994, and approved for forwarding to City Council for adoption. Robinson, Traffic Engineer£;~ DATE: January 10, 1995 SUBJECT: 1994 Traffic Signal Report BACKGROUND In 1993, the Hughes Heiss Management and Efficiency Study identified the need for Poway to create an overall Traffic Signal Masterplan. The Traffic Signal Report is that document for evaluating traffic safety at existing traffic signals, locating future traffic signals, and identifying future signal costs. The Report reviews 12 unsignalized intersections and 43 signalized intersections in Poway. A rating system for unsignalized intersections was adopted by the Traffic Safety Committee in June 1994 to rank the intersections in order of relative need. On December 13, 1994, the Traffic Safety Committee reviewed the report, approved it, and it is now being referred to City Council for adoption. This ~eport is the first, and will be prepared annually by the Traffic Engineering Division of the Engineering Services Department. In future issues, modification of existing signals will be reviewed along with requests for new traffic signals. FINDINGS Poway's busiest non-signalized intersections were analyzed to help insure that the safest possible conditions are maintained. These candidate intersections were reviewed by making traffic counts, site visits, analyzing accident patterns, and completing traffic signal warrant sheets. Staff prepared collision diagrams which aid in reviewing trends in the accident patterns at both unsignalized and signalized locations. A traffic signal warrant sheet was prepared for each intersection based on warrants developed by the State of California as specified in the State Traffic Manual. The warrants provide a description of traffic conditions through measurement of traffic and pedestrian volumes, accidents, and delay. A_CTION: 2 OF 3 1995 8 1994 Tm~o Signal Repo~ Page 2 Satisfaction of warrants does not necessarily justify installation of a signal. Other evidence of need for a signal is normally required. Priority points assigned to each location allowed for a comparison with the other locations reviewed. Studies completed in the creation of this report have led the Traffic Safety Committee to the conclusion that Poway has a lower than average accident rate throughout most of its intersections. Poway's signal system is generally well- designed and well laid-out. The report does not recommend installation of additional traffic signals at this time. The intersection rated at the top of the recommended priority list has already been funded and design will begin in the spring of 1995. These locations will be reviewed again in the 1995 Traffic Signal Report for possible status changes. ENVIRON~EWTAL REVIEW This action is not subject to CEQA review. There is no fiscal impact associated with the proposed action. This report is intended to aid in determining the best use of available funds for traffic signals in the City's 1994-1995 fiscal year budget. PUBLIC NOTIFICATION AND CORRESPONDENCE None.
