ABSTRACT
A request to modify a previously approved comprehensive sign program for Poway (Lucky's)
Plaza by permitting new colors to be used and expanding the width of the signs. The
subject center is located at the northwest corner of the intersection of Poway Road and
Silverlake Drive, in the CG zone.
ENVIRONMENTAL REVIEW
No environmental review is required.

Pacific Properties Inc., Applicant: A request to modify a
previously approved comprehensive sign program for Poway
(Lucky's) Plaza by permitting new colors to be used and
expanding the width of the signs. The subject shopping center
is located at the northwest corner of the intersection of
Poway Road and Silverlake Drive, in the CG zone.

BACKGROUND
Comprehensive sign standards were originally adopted for the subject center on
June 20, 1984 and amended on August 8, 1984. Due to changes in market conditions
and in consideration of the signing needs of new and existing tenants, the
current owners of the center are petitioning for the inclusion of three new
colors, plus the existing approved color of ivory, for use in channel lettering
for shop tenant spaces. Approval is also sought for a change from 70 percent to
80 percent of shop leased frontage for sign coverage.
FINDINGS
Section 17.40.170 of the Zoning Ordinance requires City Council approval for
comprehensive sign programs and their amendments.

The most recently approved comprehensive sign programs for Creekside Plaza, and
the Grant-Sapp center located near Wal-Mart, have each adopted a standardized
copy style of individual channel lettering, allowing for the use of red, blue and
yellow, in addition to white and with an allowance for the use of major chain
tenant's recognized trademark signs.
The adopted sign program for the Lucky Poway Plaza presently permits the use of
ivory channel lettering only for shop tenants. Major tenants are permitted to
display their standard wall signs. The existing standards permit 70 percent of
the leased frontage to be used for signing. Some shop tenants find it difficult
to fit their company name within the space. A change permitting 80 percent
coverage will improve the situation for these businesses.
The new channel letter colors being proposed are 2051 (blue), 2283 (red), and
2108 (green). All lettering will be Rohm and Haas type. Trim cap color being
requested is black.
ENVIRONMENTAL REVIEW
The sign program modification is exempt From environmental review under Category
ll or the CEQA Guidelines which include on-premises signs.
FISCAL IMPACT
None.

None.
RECOMMENDATION
It is recommended that the City Council approve the modification of CSP 85-01
subject to the conditions contained in the attached proposed resolution.

APPROVING COMPREHENSIVE SIGN PROGRAM MODIFICATION 85-01(M)

WHEREAS, Comprehensive Sign Program Modification 85-01(M), Burnham Pacific
Properties Inc., applicant, requests approval of a modification to the
comprehensive sign program for Poway (Lucky's) Plaza located at the northwest
corner of Poway Road and Silverlake Drive; and
WHEREAS, on January 17, 1995, the City Council held a hearing to review the
proposed sign program modification.
NOW, THEREFORE, the City Council does hereby resolve as follows:
Section 1: Environmental Findinqs:
The sign program modification is exempt from environmental review under
Category 11 of the CEQA Guidelines which includes on-premises signs.
Section 2: Findinqs:
The approved changes to the comprehensive sign program are in compliance
with the standards contained in Section 17.40.010 of the Zoning Ordinance.
Section 3: City Council Decision:
The City Council hereby approves modification of Comprehensive Sign
Program 85-01 subject to the following conditions:
1. All signs within the center shall conform to the originally adopted
sign criteria, except as modified herein.
2. Rohm and Haas illuminated individual channel lettering style shall
be used.
3. Permitted color choices shall include the following only:
a. 2051 (blue)
b. 2283 (red)
c. 2108 (green)
d. (ivory)
4. Black letter returns shall be used.
5. The width of the tenant fascia sign shall not exceed 80 percent of
the storefront width. Signs shall be centered on store unless prior
approvals are obtained from the Owner and the City of Poway.
6. Approval of this request shall not waive compliance with Section
17.40.010 of the Zoning Ordinance and all other applicable City
ordinances in effect at the time of sign permit issuance.
