Item 4 - Rain Drainage Robert and Sara Francella 13103 Golden Way Poway, California 92064 January 6, 1995 HAND DELIVERED Mark S. Weston Director of Engineering City of Poway PO Box 789 Poway, California 92064 Dear Mr. Weston: On Thursday, January 5, 1995, our son Jim met with you to discuss the drainage problem on our property resulting from the recent rains. (See the enclosed pictures.) This drainage problem was brought to your attention on March 1, 1993 (copy of letter enclosed). We were informed on March 4, 1993 that your department was conducting a study to determine the solution to this ongoing drainage problem. To date, we have not received any information from you or your department staff on the results of this study. You were also directed by the City Manager to address this problem on March 3, 1993 (copy of letter enclosed). We would appreciate a written report on the results of the study your department conducted on the drainage problem in our area. We also would like a written response as to what the City intends to do to resolve this drainage problem. If we do not receive a written response by Friday, January 13, 1995, we will have no choice but to appeal directly to the City Council on January 17, 1995 for action on this problem. Sincerely, Francella Sara Franc~ Enclosures c: James L. Bowersox, City Manager Robert E. Francella 13103 Golden Way Poway, CA 92064 748-7152 March 1, 1993 J. Bradley Kutzner Senior Civil Engineer City of Poway PO Box 789 Poway, CA 92074 Re: Flood Control Problems on Golden Way Dear Mr. Kutzner: On January 13, 1993, Earl Hardesty, James Francella, and I met with you and Mr. Bowersox to discuss the flooding problems we are experiencing on are respective properties. During the discussion, Mr. Bowersox asked you to refer this matter to Mark Weston for evaluation and to report back to him on alternative suggestions to correct the problem. The problem continues to increase with each rain. Now the ground is saturated, the silt is rising (24 inches so far), and the water has no where to go but up to the dwellings on the property. Mr. Hardesty had water inside his house once and has come close on several other occasions. It has been six weeks since our meeting, the problems resulting from the continuous rains are getting worse. Please provide me with a written evaluation of potential solutions to the flooding problem by March 12, 1993. If we do not receive a written response, our only alternative will be to petition th~ City Council for assistance. Sincerely, Robert E. Francella c: James L.
