ABSTRACT
In response to the Poway High School Lacrosse Booster Club's funding request, it is
recommended that the City Council approve a $1,000 donation for a trip to the 1995
Stony Brook Shootout Lacrosse tournament on St. Patrick's Day weekend in Long Island,
New York. Based upon the criteria set forth in the City's Community Contributions
Policy for Educational and Nonprofit Programs, which is provided in Attachment B, the
Poway High School Lacrosse Booster Club is eligible to receive a contribution from the
City.
ENVIRONMENTAL REVIEW
:nvironmental review is not required for this agenda item according to California
Environmental Quality Act guidelines.
FISCAL IMPACT
As part of the budget process for Fiscal Year 1994-95, $5,000 was appropriated from the
General Fund for community contributions. A total of $4,000 remains available for the
program.
ADDITIONAL PUBLIC NOTIFICATION AND CORRESPONDENCE

BACKGROUND
On January 27, 1995, the City received a letter from Bruce Kravitz,
vice President of poway Lacrosse Booster Club, requesting a
donation of $1,500 for a trip to the 1995 stony Brook Shootout
Lacrosse tournament on st. Patrick's Day weekend in Long Island,
New York. On January 30, 1995, Jerry Hargarten, President of the
Green Valley civic Association, sent a letter to Mayor Higginson
endorsing the Club's request.
FINDINGS
During 1994, the poway Lacrosse Club won the San Diego County
Lacrosse League and finished second at the State finals. The Club
has played in the State finals seven years in a row and on three
occasions has won the title of State Champions. The poway Lacrosse
Club has a demonstrated record of academic and athletic success.
The poway Lacrosse Booster Club is currently in the process of
trying to raise enough funding to send an estimated 35 of the 54
team members to the 1995 stony Brook Shootout Lacrosse tournament
on st. Patrick's Day weekend in Long Island, New York. The
Boosters estimate that the~rip will cost approximately $11,857.
Each player will be asked to contribute $150 and the poway Lacrosse
Booster Club will fund the remainder of the trip expenses.

Mr. Kravitz requested that the city council donate $1,500 to the
poway Lacrosse Club. Based upon the criteria set forth in the
City's Community contributions Policy for Educational and Non-
profit Programs, which is provided in Attachment B, the poway
Lacrosse Club is eligible to receive a contribution from the city.
In light of the limited funds avilable to the city for the
Community contribution Program, staff has reviewed the request in
relation to past donations for similar events and recommends a
donation of $1,000.

I am writing to you on behalf of the Poway High School Lacrosse Team. As you may know, Poway
High has been the San Diego County Lacrosse Association Champions for the past seven years. In
fact, Poway High's name has been the only one on the County cup since its inception. The seven
County championships have led to State tournament play seven times. Poway High won three state
championships in those tournaments, and never finished lower than number two in the other four.
In other words, we have a championship-caliber youth sports group right here in our own community.
In honor of these achievements, Poway Lacrosse has been nationally recognized, and has been invited
to the Stony Brook (Long Island, NY) Shootout Lacrosse tournament on St. Patrick's Day weekend.
The Poway Lacrosse Booster Club has undertaken the task of raising the funds required to send our
"A" team to that tournament. The budget estimate for the Booster Club's effort is $7,357.00, a copy
of which is attached. Parents of the 35 team members who will be selected to participate will have
to contribute $150.00 per player to help with the effort. Total price is estimated to be $11,857.00.
The Poway Lacrosse Booster Club, comprised entirely of players' parents, led by President Frank
Corah, Vice President Bruce Kravitz, Secretary Nancy Sperry, and Treasurer Kathy Loven, is
officially asking the City Council ofPoway to contribute to this effort by donating $1,500.00 to help
our children participate in this important event. We believe it will show official support to those
youth who deserve it, and positively contribute to Poway's reputation, both now and in the future.
Jim, I have attached a suggested resolution for Council's considerätion, and would appreciate your
putting it on the Council's agenda as soon as is legally possible. The team and parents would like to
be present at the council meeting when it is discussed. Please respond to me as to when I may advise
the Booster Club on the details. Until then, thank you for your consideration of this request.

COMMUNITY CONTRIBUTIONS POLICY FOR EDUCATIONAL
AND NON PROFIT PROGRAMS
PURPOSE
The purpose of this policy is to establish a formal procedure for
allocating funds to community groups requesting contributions
from the City of poway for educational or non profit programs.
II.
ELIGIBILITY
City contributions shall be considered for one-time educational
or non profit programs which benefit and involve poway residents.
Reoccurring educational or non profit programs shall not be
eligible to receive funding. All funding requests must meet one
of the following criteria.

Printing of non profit or educational materials to be
distributed to Poway residents.

Annually, the city Council shall appropriate Community
Contribution funds for educational and non profit
programs in an amount to be determined through the
budget process.
Funding requests for educational or non profit programs
shall be presented to the City Council in writing.
Funding requests may be presented to the City Council
throughout each fiscal year.
Within a thirty day (30) period, staff shall prepare an
evaluation of each funding request presented to the
City Council.
The City Council shall review funding requests on a
case-by-case basis and determine the amount granted for
those requests based upon funds remaining for Community
Contributions. Community Contributions shall be
available until all Community Contribution funds have
been allocated.

Community contributions may be allocated by the City
Council in the form of a donation or loan. Loans must
be either repaid in full to the City within a specified
period of time or repaid through a specified amount of
community service hours.
Payment for approved contributions shall be based upon
the timing of the educational or non profit program
expenditures.

The Green Valley Civic Association has been requested by Frank Corah, President
of the Poway Lacrosse Booster Club. to endorse the Club's request of the Poway
City Council to authorize a grant of $1500 for use in buying equipment and paying
other expenses of the club. A copy of Mr. Corah's letter is enclosed.
In considering this request, we were impressed favorably by the information
provided by Mr. Corah. We find it commendable that a group of parents and
students. working without the resources enjoyed by official school sports. have
shown the initiative and commitment necessary to organize and financially support
a competitive sports team over a period of years. The team's outstanding winning
record is further testimony to the strong commitment of the Club's members to
their sport and their team. Added to these factors are the well recognized benefits
of team sports generally to the young people who participate.
Although no GVCA Board member has had personal involvement with the Poway
Lacrosse Club. in view of the above and the fact that many of the Club's players
live in north Poway. the GVCA requests that Poway City Council give favorable
consideration to the Club's request for financial support.

Dear Mark,
The poway Lacrosse Club is beginning its 1995 season and has great
expectations for our 54 student/athletes. Last year we fielded a
young team under a new coach and were not expected to do all that
well. Much ~o our opponents' surprise the team pulled together
winning the San Diego County Lacrosse League and finishing second at
the State finals, drawing on a poway tradition of having won the
league and having made it to the State finals seven years in a row.
This year Head Coach Don Tobias and the team captains have set their
sights on nothing less than reclaiming the State Championship Cup.
The Lacrosse Club is a poway High School sanctioned club activity
which means that we have to provide our own equipment and funds.
This year we have embarked on an ambitious program to help the boys
reach their goal. Our budget for 1995 is $18,787 and we will be
raising $14,800 through our various fund raising drives. The balance
of the funds will come from parent contributions over and above the
$100 player dues. In addition the Lacrosse Booster Club is planning
to request a $1,500 grant from the poway City Council, and would like
to invite the GVCA to participate in the achievements of these young
men by endorsing our request.
We realize that you are solicited by numerous deserving organizations
these days. We hope that you will elect to support the poway
Lacrosse Club as an up-and-coming sport with a winning tradition of
achievement through hard work and dedication. We believe that it is
right and prop~r for the community to support its youth, but there
are specific, practical benefits for the GVCA to do so. Many of
these 54 players live in the Green Valley area, and GVCA support
would be a tangible reason for those families who do not belong to
the association to become involved. More importantly, however, the
property values which we enjoy are measurably enhanced by the
nationally recognized quality of the PUSD and poway High School. The
students' record of academic and athletic success has been
significantly impacted by the three State Championships which the
Lacrosse Club has won.
We are attempting to place our request on the City Council's calender
for late January or early February. If you elect to support us, we
would be delighted to have a representative attend with us, or merely
