RESOLUTION OF THE CITY COUNCIL OF THE CiTY OF POWAY, CALIFORNIA
APPROVING THE SUBMITTAL OF A GRANT APPLICATION TO THE CALIFORNIA
INTEGRATED WASTE MANAGEMENT BOARD FOR FUNDING UNDER THE FY 01/02 PARK
PLAYGROUND ACCESSIBILITY AND RECYCLING GRANT PROGRAM TO REFURBISH
THE POWAY COMMUNITY PARK ADVENTURE PLAYGROUND
WHEREAS, the voters of California passed the Safe Neighborhood Parks, Clean Water,
Clean Air, and Coastal Protection Bond Act of 2000 (Villaraigosa-Keeley Act). This act
authorized the California Integrated Waste Management Board to establish a grant program to:
(1) assist local agencies in meeting the state and federal accessibility standards relating to
public playgrounds; (2) conserve resources and develop markets for recycled-content materials
and equipment; and
WHEREAS, the California Integrated Waste Management Board has been delegated the
responsibility for the administration of the program within the state, setting up necessary
procedures governing application by local agencies, businesses, and non-profit organizations
under the program; and
WHEREAS, the City of Poway is submitting a grant application to refurbish the Poway
Community Park Adventure Playground, located at 13094 Bowron Road, Poway, California; and
WHEREAS, said procedures established by the California Integrated Waste Management
Board require the applicant to certify by resolution approval of the application before submission
of said application to the State; and
WHEREAS, if awarded a grant, the applicant will enter into an agreement with the State
of California for development of the project;
NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Poway
hereby: (1) authorizes the submittal of an application to the California Integrated Waste
Management Board for a Park Playground Accessibility and Recycling Grant, Fiscal Year
2001/2002 (2nd Cycle), to refurbish the Poway Community Park Adventure Playground; and (2)
authorizes and empowers the Director of Community Services, or his designated authorized
representative, as agent of the City of Poway to conduct all negotiations and to execute in the
name of the City of Poway all necessary applications, contracts, agreements, amendments, and
payment requests hereto for the purposes of securing grant funds and to implement and carry
out the purposes specified in the grant application.

California, at a regular meeting this 28th day of August, 2001.
